CHAPTER VI THE PLAN OF DEVELOPMENT The objective of the proposed Pacific Southwest Water Plan is to develop water supplies and facilities to meet the area's present deficiency and to provide for the increase in water requirements that will result from future municipal and industrial growth. Except for Indian reservations and for small tributary areas where local water supplies are available, it should be emphasized that no additional irrigated lands are to be served from imported water supplies. The water requirements to be satisfied, therefore, are limited to those necessary for the continuation of the present level of development under reduced ground-water overdrafts plus the future municipal and industrial demands. A water supply development of this magnitude necessitates establishing a priority of development to provide for satisfying the most urgent needs at the earliest possible date. This would be followed by a systematic program of necessary additions to care for the anticipated growth. The proposed plan is divided into Phase I-Immediate-Action Program, and Phase II-Continuing Project Development. The facilities included in Phase I are feasible units which are proposed to be authorized for immediate construction. The Phase II items will require additional investigation prior to initiation of construction. Reimbursable costs for all proposed features could be repaid in 50-year concurrent periods with financial assistance from the Pacific Southwest Development Fund. The estimated construction costs of Phase I and Phase II are summarized in table 19. This table gives the approximate cost of providing the proposed service through the several projects and also the costs proposed for the Indian Reservations, other agencies, tributary developments, and the Colorado River mainstream facilities which will be of benefit to all the States. Costs for recreation and fish and wildlife facilities associated with various features of the Plan are included in the estimated cost of the individual features. Continuing programs for mapping, exploration, hydrologic data collection, watershed improvement, fish and wildlife management, and research are considered to be annual budgeted items of the several agencies and not included as costs in the Pacific Southwest Water Plan. The estimated costs of the features and the scheduling of the proposed facilities for Phases I and II are shown on table 20. The Phase I-Immediate-Action Program, starting in Fiscal Year 1965 would provide early relief to water-short areas, and is estimated to cost $1,920,862,000.
