CHAPTER VI THE PLAN OF DEVELOPMENT The objective of the proposed Pacific Southwest Water Plan is to develop water supplies and facilities to meet the area's present deficiency and to provide for the increase in water requirements that will result from future municipal and industrial growth. Except for Indian reservations and for small tributary areas where local water supplies are available, it should be emphasized that no additional irrigated lands are to be served from imported water supplies. The water requirements to be satisfied, therefore, are limited to those necessary for the continuation of the present level of development under reduced ground-water overdrafts plus the future municipal and industrial demands.
