Agreement Pending This would include as the record shows short periods of flows up to 325 cfs and also less than 300 cfs at times as stated in the letter to Senator Hayden of February 17, 1965. The Bureau Engineers prefer to state "discharges not exceed the capacity of the conveyance channel" (in lieu of historic flows of about 300 cfs). There appears no reason to leave indefinite the question of capacity. To exceed the historic flows would impair a solution. e) In tiled areas, drainage wells not be pumped except if tile drainage found inadequate to avoid seepage of lands Agreement Pending This understanding is included in the United States Section draft to carry out the intent of the Minute to minimize salts to Mexico during period February 10 through September 30, and because the tile drains were installed at a cost of $3.0 million to the United States solely for this purpose and to safeguard Wellton-Mohawk lands. Available records indicate tile drains run less than 5,000 ppm; underlying wells run over 11,000 ppm. Bureau Engineers oppose this provision as restrictive on their operations. The provision is intended to restrict unnecessary high salt discharges to Mexico from the highly saline wells under the tile during the spring and summer as was practiced in the spring of 1964 and recently in 1965. Experience in 1964 indicates that if they are pumped heavy in the winter months as they can be, little if any water will rise to the level of the tile in the following summer months. G. Collection of groundwater and other data - in consultation with the Geological Survey and other Agencies In Agreement Except, this Section proposes to name the Geological Survey as one of the agencies to be consulted. The Bureau prefers to omit. Since some of the data may eventually be given to Mexico in connection with the salinity agreement or other matter, it seems important that an agency of the experience and reputation in Mexico of the Survey, whose purpose and authority are to collect such data, be consulted. Commissioner Dominy agreed to such consultation, and said that consultation was already the practice.
