Dear Mr. President: Arizona's members of the Committee of 14 met recently in Phoenix with other members of the Committee, Mr. Robert Sayre of the White House staff, and representatives of the Department of the Interior and the International Boundary and Water Commission to discuss and consider proposed Minute No. 218 of the Commission relative to the problem with Mexico concerning the salinity of waters of the Colorado River reaching that country. It is apparently your desire that the Governors of each of the seven Colorado River Basin states express to you their comments upon this proposed Minute prior to its approval or disapproval by the United States. The proposed Minute appears to embody more favorable terms for the interest of the United States and the several states than Mexico has heretofore indicated she would accept. The verbal assurances conveyed by the Representatives of the United States to the Committee of 14 would indicate that the implementation of this Minute would have no adverse effect upon the interest of any of the concerned states nor upon the United States. I feel that the terms of the proposed Minute are acceptable to the State of Arizona, provided that in the implementation thereof: 1.
