jointly used irrigation waters of the Colorado River. President Kennedy announced that ". . .the objective of the two Governments is without prejudice to the legal rights of either country to agree upon and actually put in operation remedial measures within the shortest possible period of time. . .." The Presidents instructed their countries' representatives on the International Boundary and Water Commission to recommend within 45 days steps to be taken. Each country appointed a panel of water and soil scientists to study the problem and prepare the necessary reports. To date, neither the United States nor Mexican panels have publicly issued a report, nor has a joint report been agreed upon. However, a Memorandum Report by the United States Panel has been considered in part herein. On June 30, 1962, the Presidents of the United States and Mexico issued a joint communique, of which the below-quoted portion is pertinent to the salinity problem: "In relation to the problem of salinity of the waters of the Colorado River, the two Presidents discussed the studies which have been conducted by the scientists of the two countries. The two Presidents noted that water which the United States plans to release during the winter of 1962-63 for river regulation and such other measures as may be immediately feasible should have the beneficial effect of reducing the salinity of the waters until October, 1963. They expressed their determination, with the scientific studies as a basis, to reach a permanent and effective solution at the earliest possible time with the aim of preventing the recurrence of this problem after October, 1963." In the latter part of June, 1962, the Bureau of Reclamation initiated studies on the problem.
