Civil Service Police Unit forces often come under public scrutiny due to is good performance but, beyond that there are rogue element or part of the Civil Service Police Unit officers in their official duty is not in accordance with the relevant regulations and inhuman. The constraints of the tasks and authority of the Civil Service Police Unit in the conduct of public order in the city of Yogyakarta are lack of participation of the community. It is suggested for the local goverment It should be the duty and authority, every member of the Civil Service Police Unit always behave and act in a professional manner, always with the wisdom to act according to the legal corridor and moral values, as well as pay attention to human rights
