PEMBAGIAN WEWENANG ANTARA PEMERINTAH PROVINSI DAN PEMERINTAH KABUPATEN/KOTA BERDASARKAN OTONOMI KHUSUS PAPUA

This research was puposed to understanding and evaluating the problematic that influencing until today about authority sharing problem of special autonomy at Papua Province has not been implemented in law instrument which has mandated in act Number 21th, 2001 about Special Autonomy for Papua Province. This research was also purposed to understanding authority sharing system that filling fairness perceived, which latter will implemented to sharing this authority for organizing government administration at Papua Province. This research was performed with exploring the legislative regulation and various literatures that related whit this thesis and discussion with various party to gaining input for this research. The problematic that faced is not clearly defined is the authority of government administration of Papua special autonomic, the expanding area in Papua Province (Irian Jaya in the past) which unconstitutional was being difficult for sharing the authority of special autonomic, the slowly of bureaucracy and Papua People Representative in order to implementing in act Number 21th, 2001 about Special Autonomy for Papua. The compatible authority sharing system is the Real Household System with externality, accountability and efficiency criteria
