ORGANIZAÇÃO ADMINISTRATIVA: A EVOLUÇÃO DA ADMINISTRAÇÃO PÚBLICA E SUA MODERNIZAÇÃO ATÉ ADMINISTRAÇÃO GERENCIAL E O ADVENTO DO PRINCÍPIO DA EFICIÊNCIA

The theme of this article is an Administrative Organization: An Evolution of Public Administration and Its Modernization to Management Administration and Advent of the Principle of Efficiency. Investigate the following problem: Does the public administration actually live today, or the management model in its exclusive? The following hypothesis was considered: "what a managerial model it did not surpass by its complete predecessors". The general objective is to analyze the models of public administration (patrimonial, bureaucratic and managerial), as well as the repercussion of the principle of economy in the organization of the State. The specific objectives are: "to make an evaluation of the patrimonial administration"; "Analyze the second major administrative reform, focusing mainly on the edition of Decree-Law No. 200 of 1967"; "Explain the beginning of management administration in Brazil and understand the impact that the implementation of the principle of efficiency had on this model". This work is important for, or deepening the student in an important subject in his academic life; It is relevant to science, which measures becomes an instrument for intellectual improvement, not only for students, but also for the scientific context as a whole. Added to society by the fact of the subject of the study, with extreme relevance in social formation, since it is directly related based on the legal constitution of Administrative Law in Brazil. This is a qualitative theoretical research lasting three months.O tema deste artigo é a Organização Administrativa: A Evolução da Administração Pública e Sua Modernização até Administração Gerencial e o Advento do Princí­pio da Eficiência. Investigou-se o seguinte problema: A administração pública realmente vive, atualmente, o modelo gerencial em sua totalidade? Cogitou-se a seguinte hipótese: "que o modelo gerencial não superou por completo seus antecessores". O objetivo geral é analisar os modelos de administração pública (patrimonialista, burocrático e gerencial), bem como a repercussão do princí­pio da eficiência na organização do Estado.Os objetivos especí­ficos são: "fazer uma sí­ntese da administração patrimonialista"; "analisar a segunda grande reforma administrativa, focando, principalmente, na edição do Decreto-lei n° 200 de 1967"; "explicar o iní­cio da administração gerencial no Brasil e entender o impacto que a implementação do princí­pio da eficiência teve neste modelo". Este trabalho é importante para, o aprofundamento do aluno em uma matéria importante na sua vida acadêmica; É relevante para a ciência, na medida em que se torna um instrumento de enriquecimento intelectual, não apenas do discente, mas também para o contexto cientí­fico como um todo. Agrega í sociedade pelo fato do Tema do respectivo estudo ter extrema relevância na formação social, já que se relaciona diretamente com a base da constituição jurí­dica do Direito Administrativo no Brasil.
