In the era of autonomy is still developing various negative phenomena such as the recently passed regulations that become effective and has not been replaced with the new regulations. This happens because the result of many things one of which is due to the lack of community participation in the rulemaking process areas ranging from the drafting of local regulations to the evaluation stage . To realize good local regulation, first, the Local Government shall continue to access the general principles of good Legislation into Local Regulation ; Second, the implementation of the general principles of good Legislation, covering procedures, discussion of the mechanism, the establishment and promulgation on a draft regulation to be a regional regulation. In accordance with the principles of democracy, where the people's representatives in the regional and local leaders are elected directly by the people in the area, they are expected to continue to establish communication with thepeople associated with the making and determination of regional policy as outlined in the regulatory area.
