Europeanization of drug policies : from objective convergence to mutual agreement

How can relative alignment of drug policies in Europe over the past decade be interpreted? How can we explain the fact that public policies have converged on such a controversial subject traditionally governed entirely by individual nation-states, and for which Europe as a community has barely any competence ?
