Expenditures for USDA's 15 food assistance programs totaled $23.3 billion during the first half of fiscal 2004 (October 1, 2003, to March 31, 2004), an 11-percent increase over the first half of fiscal 2003. If this trend continues during the second half of fiscal 2004, expenditures for the entire fiscal year will surpass the record $41.8 billion spent on food assistance in fiscal 2003 (prior to fiscal 2003, the previous historical record was $38.1 billion set in fiscal 1996).
