The standard tools used in water negotiations are intended to favour the mutual comprehension of the stakes by participants and facilitate the construction of more robust agreements in this way. But the organizers of the consultation procedures also need a support to establish the negotiation structure. We illustrate here the utility of a bargaining model to simulate and compare negotiation rules.
