STRATEGI PENINGKATAN KINERJA PELABUHAN PERIKANAN NUSANTARA PELABUHAN RATU, SUKABUMI, JAWA BARAT

The purpose of this study was to identify a strategy to improve the performance of Pelabuhan Ratu Fishing Port. The study was descriptive and using a case study. Primary data were collected through interactive technique by first interviewing experts in fisheries and relevant officials as well as the management of the Pelabuhan Ratu Fishing Port and secondly using questionnairs filled by those resource person. Secondaly data were collected through records and references mostly published by the Department of Marine Affairs and Fisheries. Data processing using Paired Comparison was to choose the factors mostly effecting the performance of the Fishing Port Analytical Hierachy Process (AHP) was used for data analyzing based on questioners filled by experts. The result suggested that the most possible strategy to improve the performance is by improvement of infrastructures followed by improvement of the fishing port management, to increase enterpreneurship, sosialization of the fishing ports functions, and improvement of Human Resource Development through training. The first factor which mostly effects the improvement of the performance is the rule of investors followed by domination of small scale fishing boats, land condition, the strategic location of the fishing port near the fishing ground, desentralization and utilization of the Indian Ocean Zone Economic Exclusive. Actors most effecting the improvement are the Departement in this case especially the Directorate General of Capture Fisheries, the Fishing Port, the fishermen, investors, Cooperative, and the Regional Government. A Fishing Port consist of infrastructures devided into basic, fungsional and supporting infrasturctures. The Government constructed Fishing Ports to provide services for fishing boats. Services provided among others included a safe place to land their fish, receive a good price for the fish and to fill their logistic such as water, ice and fuel. This also refers to PPN Pelabuhan Ratu, a fishing port intended for boats > 10 GT. The study showed that the fishing ports has not yet achieved its function. It is suggested to improve and to develop the infrastructures mainly to separate small scale fishing boats dominating the port and medium scale boats (the construction of such facilities were in process during the study). Besides that, the management of the port should be improved by providing the capacity building and institutional development (including reregulation of laws) and the provision for enforcement by the port to have the authority to managed their port. These steps are also expected to increase the income from services provided by the fishing port based on the increase of fishing vessels visits
