Every organization cannot be separated from change. Change management is also an important aspect of public organizations or bureaucracy in local governments. One of the phenomenal changes implemented by the local government is the concept of employee promotion or widely known as job auctions. Central Java Provincial Government became one of the pioneers in the implementation of open promotion through the concept of talent scouting for the position of administrator and supervisor. Context, content, process, leadership and results are important indicators of change to see the extent to which talent scouting has been successfully implemented by the Central Java Provincial Government.
