In human life marriage is not temporary but for a lifetime, unfortunately not everyone can understand the nature and purpose of marriage which is to get true happiness in marriage. The age limit in getting married is important or can be said to be very important. This is because in marriage requires psychological maturity. Law Number 1 of 1974 stipulates that the conditions for marriage can meet the minimum age limit of men 19 years and women 16 years, but in reality in Sungai Salak Village, Rambah Samo Subdistrict, Rokan Hulu Regency there have been many violations of marriages by couples. underage marriages. In this study the authors define the main problems as follows: what is the cause of underage marriages in Sungai Salak Village, Rambah Samo Subdistrict, Rokan Hulu District and what are the legal consequences of the implementation of underage marriages in Sungai Salak Village, Rambah Samo Subdistrict, Rokan Hulu District. This writing when viewed from the type of research, uses observational research methods, namely by means of surveys, in which the authors directly descend the field to obtain the required data using data collection tools in the form of interviews and questionnaires and the nature of this study is descriptive which means this research provides an overview of a complete, detailed and clear statement about underage marriages in Sungai Salak Village, Rambah Samo District, Rokan Hulu Regency. From the results of research and discussion it is known that the factors causing underage marriages in Sungai Salak Village, Rambah Samo District, Rokan Hulu Regency are first caused by promiscuity factors, the second is caused by economic factors and low education, so that in fulfilling the couple's marriage procedures underage marriages are only legal according to religion and custom, because couples who are underage marriage do not ask for marriage dispensation from the local religious court. Even though marriages have been carried out according to religion and tradition, in the eyes of the State their marriages are considered invalid because they have not been recorded by the Office of Religious Affairs, and women are not legally considered as legitimate wives
