Analisis Fungsi Penyelenggara Pemerintahan Desa Dalam Penyusunan dan Penetapan Peraturan Desa di Desa Sei Simpang Dua

In the Village Government system in Indonesia, there are 2 (two) elements of village administration, namely elements of the Village Government (Village Head + Village Devices) and Village Consultative Body (BPD) elements, the understanding of Village Government is clearly and clearly regulated in Article 25 Law Number 6 of 2014 concerning Villages, which reads as follows; "The Village Government as referred to in Article 23 is the Head of the Village or referred to by another name and who is assisted by the village apparatus or referred to by another name". This study aims to determine the function of the Village Government Organizers in compiling and establishing Village Regulations in Sei Simpang Dua Village, how the Village Government Organizers process in villages in formulating and stipulating Village regulations, and what are the inhibiting factors of Village Consultative Bodies and Village Governments its function as a village government organizer. In accordance with the problem of this research, the type of research used is a qualitative method with the type of descriptive research by collecting data through interviews with informants. Based on the discussion of each indicator in this study, each research indicator was carried out poorly. This is indicated by the absence of village regulations made by the Village Consultative Body with the Village Head for the period 2013-2019 even though there has been pressure from the community to make the village government make village regulations. Whereas the inhibiting factor of the Village Consultative Body in discussing and agreeing on Village regulations is that the Village Consultative Body is less active in seeking community aspirations, which is indicated by the Village Consultative Body only discussing village regulations when the APBDes are held once a year. In addition, the attitude of the people who have not dared to express their aspirations in the meeting forum also has an impact on the absence of mutually supportive cooperative relations between the community and the Village Consultative Body to make village regulations
