La eficiencia de la economía campesina: concepto aplicable en el Perú

​In the present paper the authors explore the economic efficiency of the peasant agriculture in the high lands of Peru. They try to rescue the theoric bases of the “Efficient but Poor" hypothesis of Theodore Schultz. After clearly defining the concept of economy efficiency and making a linear programming exercise, they conclude that in some regions it is not possible to increase the peasant income or it is possible to increase it very little with the production factors at hand. In others, it is possible providing that there are productors who are clearly "leaders" in managing the production factors available and whose technology could be expanded. the peasants need of "adopting new technology" or "expanding the existing technology" (practiced by the leaders) to increase their income depends on the ability to deal with the desequilibria the have to face, for which education is very important. Finally, some recommendations of agriculture policy are suggested based on conclusions found.En el presente artículo, los autores investigan acerca de la eficiencia económica de la agricultura campesina en la sierra del Perú. Tratan de rescatar el contenido teórico de la hipótesis "Eficientes pero Pobres" de Theodore Schultz. Definiendo claramente el concepto de eficiencia económica y realizando un ejercicio de programación lineal concluyen que en algunas regiones no es posible incrementar el ingreso de los campesinos, o es posible incrementarlo muy poco con los factores productivos que tienen a la mano. En otras si es posible, en la medida en que existen productores claramente líderes en el manejo de los factores productivos, cuya tecnología pudiera ser difundida. La necesidad de los campesinos de "adoptar nueva tecnología" o de "difundir la ya existente"(practicada por los líderes) para incrementar su ingreso depende de su habilidad para hacer frente a los desequilibrios que se presentan, para lo cual la educación es muy importante. Al final sugieren algunas recomendaciones de política agraria sobre la base de las conclusiones obtenidas
