Public organizations in Ethiopia are investing a massive amount of resources for the purpose of enhancing the knowledge, skills, and behavior of their employees. However, public managers lack knowledge regarding the actual impact of human resource development on the performance of employees. The main purpose of this article is to analyze the effect of training and development on the performance of public employees at the local level. This article employed a mixed research approach and estimated the impact by using simple regression model. Data were collected from 250 employees drawn from sixteen public organizations.
