STRATEGI IMPLEMENTASI KEBIJAKAN PENGEMBANGAN KEPARIWISATAAN DI KABUPATEN KONAWE SULAWESI TENGGARA

ABSTRACTThe topic of this research is the Implementation of the Study of Tourism Development Policy in Toronipa Beach Tourism Konawe Regency, Southeast Sulawesi. The formulation of the problem in this research is, why is there no strategy in the implementation of tourism development policies that have been raised by local governments. The analytical method used is descriptive qualitative with aspects that are explored including communication, implementing attitudes, bureaucratic structures and resources. The results of the study are communication aspects, namely the absence of intensive communication between the tourism object management with the regional government (district) and the local DPRD which is indicated by the absence of supporting facilities provided for many years of the existence of the tourism object, except for some assistance from the regional government tourism agency ). From the aspect of resources in this case human resources, namely the availability of managers who are ready to carry out their duties but are not supported in non-human resources / facilities in tourism development efforts to further increase the number of visitors, because this is one of the tourism development strategies that must be carried out by the government regions (districts), in addition to being able to improve the welfare of local communities in the tourist area, will also be able to obtain added value of Local Original Revenue from the tourism sector. While the aspect of the attitude of the executor is the executors / managers in the area of tourism have carried out several tasks and functions well but they still feel the lack of attention of the local government each year, in the effort to develop regional tourism strategies. This is indicated by the local policy regarding tariffs deemed by the implementer to have an impact on the reduction in the number of visitors who come, so the implementers carry out tactical discretion / policies so that there is no decrease in visitor interest to travel because of the incompatible between existing (expected) public government facilities and services. And finally, the bureaucratic structure, in terms of human resources, especially in the youth, sports, culture and tourism offices, has shown a better condition due to ski competence and the field of tourism. Therefore the conclusion is seen from the aspect of the attitude of the executor (disposition), resources, communication, has not shown or illustrated the strategy of developing a good regional tourism policy. But aspects of the bureaucratic structure have shown better conditions.Keywords: Policy Implementation and Tourism Development. ABSTRAKTopik penelitian ini adalah Implementasi Kebijakan Pengembangan Kepariwisataan Studi pada Wisata Pantai Toronipa Kabupaten Konawe Sulawesi Tenggara. Perumusan masalah dalam penelitian ini yaitu, mengapa belum ada strategi dalam implementasi kebijakan pengembangan kepariwisataan yang dimunculkan oleh pemerintah daerah. Metode analisis yang digunakan adalah secara deskriptif kualitatif dengan sspek yang didalami antara lain komunikasi, sikap pelaksana, struktur birokrasi dan sumberdaya. Hasil penelitian yaitu aspek komunikasi yaitu tidak adanya komunikasi intensif antara pengelola obyek wisata dengan pemerintah daerah (kabupaten) dan DPRD setempat yang ditandai dengan tidak adanya fasilitas pendukung yang diberikan selama bertahun-tahun adanya obyek wisata, kecuali beberapa bantuan dari dinas pariwisata pemerintah daerah (provinsi). Dari aspek sumberdaya dalam hal ini sumber daya manusia yaitu tersedianya pengelola yang siap menjalankan tugasnya tetapi tidak didukung dalam sumberdaya non-manusia/fasilitas dalam usaha pengembangan kepariwisataan agar semakin meningkatkan jumlah pengunjung, karena hal tersebut merupakan salah satu strategi pengembangan kepariwisataan yang harus dilakukan oleh pemerintah daerah (kabupaten), selain akan dapat meningkatkan kesejahteraan masyarakat lokal di area wisata, juga akan dapat memperoleh nilai tambah Pendapatan Asli Daerah (PAD) dari sektor pariwisata. Sedangkan aspek sikap pelaksana adalah para pelaksana/pengelola diarea wisata sudah menjalankan beberapa tugas dan fungsinya dengan baik tetapi mereka masih merasakan kurangnya perhatian pemerintah daerah setiap tahunnya, dalam upaya strategi pengembangan kepariwisataan daerah. Hal tersebut ditandai dengan kebijakan pemerintah daerah mengenai tarif dianggap oleh pelaksana akan berdampak pada berkurangnya jumlah pengunjung yang datang, sehingga para pelaksana melakukan diskresi/kebijaksanaan taktis agar tidak terjadi penurunan minat pengunjung untuk berwisata karena tidak sesuainya antara fasilitas yang ada (yang diharapkan) dengan layanan publik pemerintah daerah. Dan terakhir adalah struktur birokrasi, dilihat dari segi sumberdaya manusia manusia khususnya pada kantor dinas pemuda, olahraga, kebudayaan dan pariwisata sudah menunjukkan keadaan yang lebih baik karena kompetensi skiil dan bidang ilmu kepariwisataan. Oleh karena itu kesimpulannya adalah dilihat dari aspek sikap pelaksana (disposisi), sumberdaya, komunikasi, belum menunjukkan atau menggambarkan strategi pengembangan kebijakan kepariwisataan daerah yang baik. Tetapi aspek struktur birokrasi telah menunjukkan keadaan yang lebih baik.Kata kunci: Implementasi Kebijakan, Pengembangan Pariwisata
