This paper deals with the State participation as the new definer of the rural struggles. Aponta, através de estudos significativos já existentes, para a caracterização da revolução burguesa no Brasil enquanto uma "revolução pelo alto". Tais estudos sugerem nova abordagem para a questão agrária, imersa num processo de transformações que não teria implicado o desenvolvimento do sistema de representação democrático.
