ABSTRACT The Security Sector Reform (SSR) emerged as a policy approach in the development agenda in the late 1990s. After the Cold-War, International Donors and Multilateral Organizations engaged with development issues began to link development with security as a way to solve the need for an alternative understanding of security matters regarding international assistance. Originally promoted by the UK Government through the OECD first, and in the UN later, SSR was portrayed as part of the “new aid paradigm”.
