This paper presents numerical simulation models and analytical results of EM plane wave normal incident from air into concrete. Effects on concrete moisture content and antenna locations are investigated. The aim is to obtain the optimal bandwidth and the corresponding best embedded position in the concrete with minimal total power loss. In order to obtain the accurate permittivity values of concrete up to 5 GHz, the 3-parameter Jonscher dielectric model was used in the study
