Encouraging private investment in affordable housing Australia has been recognised as a major challenge by researchers and policy-makers for some time and this has generated considerable work on possible models. A good overview of the issues and options can be found in the report of the Allen Consulting Group (2004). One successful model of private investment in the large scale provision of rental housing has been that of Defence Housing Australia (DHA). In 2009, DHA had a portfolio of over 17 000 dwellings valued at over $7 billion that were owned by a mix of public, private individual and institutional investors.
