This paper reports on the literature review and methodology leading to a successful General Research Fund, the highest level of tertiary funding granted by the Hong Kong (HK) Government. The study argues that traditional cultural values are essential in the decision making processes by Mainland Chinese (PRC) and HK company directors. This project seeks to conclude that although PRC and HK directors are reasonably cosmopolitan in their training and working experience, traditional cultural values often dominate their mentality, despite the contemporary emphasis on the rule of law by both the PRC and HK Governments
