دراسة تقييمية للأداء الإداري والمالي لجمعيات معاصر الزيتون التعاونية العاملة في محافظات الضفة الغربية

The study was conducted between February–March 2015. It aimed at identifying the financial and administrative performance for the cooperative societies attached with the olive presses in the governorates of the West Bank. The study population was consisted of a total of (112) members of the administration committees in the cooperative societies of the olive presses who represented (15) active cooperative societies classified by the Palestinian Ministry of Labor. The psoriasis sample was used. The retrieved questionnaires were (50) which represented 47% of the study population. To achieve the study goals, the descriptive method was used. A questionnaire of (59) paragraphs of five fields was designed and distributed on the study population. The study results showed that the level of cooperative culture and thought showed high degree among the members. They also showed that the reality of the administrative and financial performance showed high degree whereas the results indicated a weakness in the training and qualifications processes implemented by the cooperative societies of the olive presses. Meanwhile, the results explained a weakness in the performance and the roles of the cooperative department in the Palestinian Ministry of Labor and the Agricultural Cooperative Union. The study recommended to activate the role of the Ministry of Labor to issue an up-to-date resolutions that meets the Palestinian needs in these fields. In addition, the necessity to establish and build new cooperative unions that adopt the cooperative societies and provide the financial and logistic support.أجريت هذه الدراسة في الفترة الواقعة من شباط وآذار للعام 2015 ، وهدفت الدراسة إلى التعرف على واقع الأداء المالي والإداري لجمعيات معاصر الزيتون التعاونية في محافظات الضفة الغربية . وتكون مجتمع الدراسة من أعضاء لجان الإدارة في الجمعيات التعاونية لمعاصر الزيتون والبالغ عددهم (112) عضو يمثلون خمسة عشرة جمعية تعاونية عاملة حسب تصنيف وزارة العمل الفلسطينية لها . وتم استخدام وإعتماد العينة الصدفية حيث بلغت عدد الاستمارات المسترجعة (50 استمارة ) تمثل ما نسبته 47% من مجتمع الدراسة . ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي كمنهج ملائم لهذه الدراسة وصممت استبانة تكونت من (59) فقرة موزعة على خمسة مجالات وتم توزيعها على مجتمع الدراسة. أظهرت نتائج الدراسة بأن مستوى الفكر والثقافة التعاونية بين الأعضاء مرتفعة ، كما أظهرت نتائج الدراسة بأن واقع الأداء المالي والإداري لجمعيات معاصر الزيتون أيضاً مرتفعة ، في حين أشارت نتائج الدراسة إلى ضعف وتواضع عمليات التدريب والتأهيل التي تنفذها الجمعيات التعاونية لعصر الزيتون ، كما أشارت النتائج نفسها إلى الأداء والدور المتواضع والضعيف التي تقوم به دائرة التعاون في وزارة العمل والاتحاد التعاوني الزراعي وهي المؤسسات ذات العلاقة بعمل التعاونيات بشكل مباشر ، وأوصت الدراسة إلى ضرورة تفعيل دور وزارة العمل في قرار وإصدار قانون تعاون عصري يلبي الواقع والحاجة الفلسطينية في هذا المجال ، إضافة إلى ضرورة تأسيس وبناء اتحادات تعاونية جديدة لتبني الجمعيات التعاونية وتقديم الدعم المالي واللوجستي له
