دور المشاركة الشعبية في الحفاظ على المركز التاريخي لمدينة غزة

This study examines the role of community participation in the preservation of the historic center of Gaza City, in order to evaluate and suggest some perceptions to increase its effectiveness as one of the success factors. The study relied on the analytical descriptive approach to describe the problem and then propose some solutions and recommendations, based on the results of a questionnaire, which was distributed to a sample of residents and users of the old town, in addition to the results of interviews prepared in advance for a number of officials and employees in the relevant institutions. The study concludes a number of outcomes, the most important of which is that, there is a considerable weakness in the community participation in the processes in architectural preservation. This is referred to a lack of awareness of its importance, in addition to the absence of a strategic plan at the concerned official institutions to activate and make use of it. Accordingly, the study recommended the distribution of roles between the relevant authorities and community participants in a complementary manner, and to develop a unified strategy to activate the role of community participation in the preservation and rehabilitation of the historic center of Gaza City.تبحث هذه الدراسة في دور المشاركة الشعبية في الحفاظ على البلدة القديمة في مدينة غزة، بهدف تقييمها ووضع بعض التصورات لزيادة فعاليتها كأحد عوامل النجاح. وقد اعتمدت الدراسة على المنهج التحليلي الوصفي في وصف المشكلة، ومن ثم اقتراح بعض الحلول والتوصيات، وذلك بالاستناد إلى نتائج استبانة محكمة تم توزيعها على عينة من سكان ومستخدمي البلدة القديمة، بالإضافة إلى نتائج مقابلات محكمة معدة مسبقاً لعدد من المسئولين والعاملين في المؤسسات ذات العلاقة. وتخلص الدراسة إلى مجموعة من النتائج، والتي من أهمها أن هنالك ضعف واضح في المشاركة الشعبية في عمليات الحفاظ العمراني نتيجة لنقص الوعي بأهميتها، بالإضافة إلى عدم وجود خطة لتفعيلها لدى المؤسسات الرسمية المعنية بالحفاظ العمراني. وعليه، فقد أوصت الدراسة بتوزيع الأدوار بين الجهات ذات الصلة بشكل تكاملي، مع رفع حالة التنسيق بينها، وتطوير خطة استراتيجية موحدة لتفعيل دور المشاركة الشعبية في عمليات الحفاظ وإعادة التأهيل لمركز مدينة غزة (البلدة القديمة)
