POLÍTICA EXTERIOR LATINOAMERICANA Y LA COMUNIDAD DE ESTADOS LATINOAMERICANOS Y CARIBEÑOS

The creation of the Community of Latin American and Caribbean States (CELAC) in February, 2010, reconfigures a new step in the process of regional politics concert. As a result of the convergence of different regional instances, fundamentally the Grupo Río and the Latin American and Caribbean Summit on Integration and Development (CALC), and increasing will to cooperate, a new mechanism is order to overcome the subregional level is created, activating multilevel fora and reinforcing the tendency to build multidimensional agendas.This paper is divided in three parts. The first one analyzes the general objectives of the group and the regional representation or communication will be highlighted; the second part deals with the tematic agendas, their scopus and limits; and in the third section the external axis that the bloc has tracked until now will be drafted, along with their obstacles and possibilities. This work ends up with some considerations of prospective character.La creación de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) en febrero de 2010 reconfigura una nueva etapa en el proceso de concertación política regional. Como resultado de la convergencia de distintos instancias regionales, fundamentalmente el Grupo Río y la Cumbre de América Latina y Caribe sobre Integración y Desarrollo (CALC) y de aspiraciones crecientes de cooperación, se crea un nuevo mecanismo que busca superar el plano subregional para activar foros de multinivel y reforzar la tendencia a la construcción de agendas multidimensionales.Este trabajo esta dividido en tres partes. En la primera se analizarán los objetivos generales del bloque, donde se subrayará la representación o interlocución regional; en la segunda parte se tratarán las agendas temáticas, sus alcances y límites; y en tercer lugar se esbozarán los ejes externos que ha trazado el bloque hasta ahora, sus obstáculos y posibilidades. El estudio concluye con algunas consideraciones finales de carácter prospectivo
