This article aims to discuss the Target 17 of the National Education Plan (PNE) (2014-2024) based on recent empirical research on teacher remuneration. It concerns teachers’ salary level; the possible relation between teacher salaries and quality in education; and, methodological alternatives to evaluate the achievement of Target 17. It was accomplished a systematic review of the scientific studies produced from 1998 to 2015 in the journals database of Coordination of Personnel Improvement in Higher Education (CAPES).
