A Ação Brasil Carinhoso como estratégia de expansão da oferta e redução da desigualdade educacional na creche

One of the indicators of educational inequalities in Brazil is the poor access to schooling from early childhood education on, especially in poverty contexts, where small children have historically had the right to education denied. This article intends to analyze some of the effects that an intersectoral policy has been producing on the expansion of the enrollment in nursery schools through the transfer of additional funds, specifically concerning the rights to early childhood education of children with poverty backgrounds and whose families are beneficiary of the Bolsa Família Program. This analysis used data from the School Census, the National Fund for Education Development (FNDE) and the Ministry of Social Development and Hunger Alleviation (MDS), seeking to identify the information concerning the fund transfers sent to municipalities and to the Federal District in 2014, aiming to analyze what these funds represented on the expansion of the provision of nursery schools services and on the enforcement of the educational rights for early childhood education. The data analysis allowed the conclusion that the fund transfers resulted in an expansion of the provision of nursery schools placements, which is reflected on the growth of the enrollment ratios that followed the adhesion of the municipalities to this policy. Nevertheless, this growth is not enough for an effective reduction of educational inequalities in early childhood education because, as the data analysis showed, the most vulnerable population still does not have their right fully guaranteed.A desigualdade educacional também se revela no Brasil nos baixos índices de acesso à escolarização desde a educação infantil, sobretudo, em contextos de pobreza, no qual as crianças pequenas são os sujeitos a quem, historicamente, têm sido negado o direito à educação. O presente artigo tem por objetivo traçar uma análise inicial sobre alguns efeitos que uma política pública intersetorial tem produzido na expansão da oferta de matrículas em creches, especificamente em relação à garantia do direito ao acesso à educação infantil de crianças em situação de pobreza oriundas de famílias beneficiárias do Programa Bolsa Família, mediante transferência de recursos suplementares aos municípios. Tal análise utilizou dados do Censo Escolar, do Fundo Nacional de Desenvolvimento da Educação (FNDE) e do Ministério de Desenvolvimento Social e Combate à Fome (MDS) para identificação de informações que se referem aos repasses realizados aos municípios e Distrito Federal no ano de 2014, buscando analisar a representação desse recurso na ampliação da oferta das vagas na creche e na efetivação do direito à educação infantil dessa população. Na análise dos dados foi possível constatar que o repasse de recursos representou expansão da oferta de vagas na creche, o que se reflete nas matrículas no período posterior à adesão dos municípios a essa política. Contudo, tal movimento não pode ser considerado como suficiente no sentido de promover a redução da desigualdade da oferta na educação infantil, pois, conforme evidenciado nos dados, a população mais vulnerabilizada ainda não tem esse direito garantido plenamente
