O GOVERNO LULA E AS POLÍTICAS PÚBLICAS DO SETOR ELÉTRICO

This article examines the public policy infrastructure of the electricity sector in the period 2003 to 2010 when the two presidential administrations in Brazil have been in charge of Luis Inacio Lula da Silva of the Workers Party - PT. The policy analysis is used as theoretical tools and methodological options to interpret the theoretical guidelines and the method of implementation of energy policy in contemporary Brazil. In this sense we discuss the historical trajectory of the Brazilian energy production, highlighting the legacy of military governments, and the change/reform the state's role undertaken from democratization, and especially by the hand of Collor/Itamar (1990-1994) and Cardoso (1995-2002). The problem of research investigates the template configuration Brazilian energy from a federal administration headed by a political party formed center-left strongly linked to social movements and trade union critics of capitalist production relations. The findings indicate that public policy infrastructure and power sector in the Lula government did not break with the reformist outlook of the state, deepening its materialization because of the need to maintain external credibility and internal governance.Este artigo analisa as políticas públicas de infraestrutura do setor elétrico no período de 2003 a 2010 quando as duas gestões presidenciais no Brasil estiveram a cargo de Luís Inácio Lula da Silva do Partido dos Trabalhadores – PT. A análise de políticas públicas é utilizada como instrumental teórico e metodológico para interpretar as opções teóricas orientadoras e o método de implantação da política energética contemporânea no Brasil. Neste sentido discute-se a trajetória histórica da produção energética brasileira, destacando a herança dos governos militares, bem como a mudança / reforma do papel do Estado empreendido a partir da redemocratização e, principalmente, pela mão dos governos Collor/Itamar (1990–1994) e FHC (1995-2002). O problema de pesquisa investiga a configuração do modelo energético brasileiro a partir de uma gestão federal comandada por um partido político de centro esquerda constituído fortemente vinculado aos movimentos sociais e sindicais críticos das relações de produção capitalista. As conclusões indicam que as políticas públicas de infraestrutura e do setor elétrico no governo Lula não rompem com a perspectiva reformista do Estado, aprofundando sua materialização em razão da necessidade de manter a credibilidade externa e a governabilidade interna
