NOTA FISCAL ELETRÔNICA: UMA MUDANÇA DE PARADIGMA SOB A PERSPECTIVA DO FISCO ESTADUAL

The article discusses the design of Electronic Invoice (NF-e), including origin and evolution of the project in view of the change the paradigm for stakeholders. The fiscal management model was amended by Constitutional Amendment 42/2003. With this change in the model of fiscal management was necessary to integrate the Public Administration Treasury (Union, States and Municipalities), arising from the project NF-e. The aim of this paper is to analyze the main changes to the taxpayers and the state tax authorities with the implementation of the project of the NF-e, from the perspective of the tax authorities of the State. Research is qualitative and descriptive. Literature search and survey techniques were used to collect data. The survey data were analyzed using content analysis. The survey results show change of paradigm among taxpayers regarding the tax authorities, contributing to the competitiveness of Brazilian companies.Este artigo aborda aspectos do projeto da Nota Fiscal Eletrônica (NF-e), incluindo sua origem e evolução, na perspectiva da mudança de paradigma para os agentes interessados. O modelo de gestão fiscal foi alterado pela Emenda Constitucional no 42/2003, havendo a necessidade, a partir de então, de uma integração entre as diversas esferas de governo. Como resultado dessa nova realidade, surgiu o projeto da NF-e. O objetivo deste estudo é analisar, sob a perspectiva do fisco estadual, as principais mudanças para os contribuintes e para o fisco estadual com a implementação do projeto da NF-e. A pesquisa é de natureza qualitativa e descritiva, tendo como técnicas para a coleta de dados a pesquisa bibliográfica e o questionário e como técnica de análise dos dados a análise de conteúdo. Os resultados da pesquisa apontam para uma mudança de paradigma entre os contribuintes em relação ao fisco, contribuindo para o aumento da competitividade das empresas brasileiras.
