The \u201cTotal Emissions Reduction\u201d Measure is the performance measure to assess on-road mobile source emissions for the purpose of carrying out the CMAQ Program. The Total Emissions Reduction Measure is the 2-year and 4-year cumulative reported emission reductions, for all projects funded by CMAQ funds, by applicable criteria pollutant9 and precursors10 for which the area is designated nonattainment or maintenance.104
