This study is based on the premise that regional co-operation is best served by settled maritime boundaries in a particular region. This chapter intends to analyse the North Sea and Baltic Sea practice in order to try to find out which elements enhanced the conclusion of such boundary agreements in the past, and which did not. It will also refute the commonly held belief that the North Sea stands out as a model in boundary delimitatio
