The purpose of this study is to identify and analyze the extent to which World Bank formulations have followed the developments of the 2007/2008 crisis and the relationships they can establish with Temer government's high school counter-reform. The methodological theoretical framework adopted for analysis is dialectical historical materialism. As a research strategy, based on an interval of the crisis between the years 2007/2008, we analyzed the World Bank documents related to the proposal of human formation of the students of the basic education of the peripheral countries and also those specially directed to Brazil.
