This dissertation deals with the perception of school staff and students in relation to external evaluations on a large scale, as a public policy of education. The study was focused on the Education Evaluation System Basic of Rio de Janeiro - SAERJ, in a cut of their bimonthly external evaluation program, called SAERJINHO, which has its own design that differentiates the models adopted in large-scale external evaluation practiced currently in the national and state levels.
