O processo de criação e implementação do CME no município de Novorizonte

The present dissertation is developed under the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The studied management case discussed, from a historical perspective and in light of the concept of democratic management, the creation and implementation of the Municipal Council of Education (CME), in the municipality of Novorizonte. The research tried to answer the following question: how did the process of creation and implementation of the Municipal Council of Education in the municipality of Novorizonte, State of Minas Gerais, occur in the light of democratic management? We assume as hypothesis that the process of creation and implementation of the Municipal Council of Education of that municipality did not occur in light of the principles of democratic management. The general objective of the research is to carry out a historical analysis on the aspects associated to the creation, implementation and operationalization of the Municipal Council of Education in the light of the debate on democratic management in education. The specific objectives defined for the study were: i) to describe the process of creation and implementation of the Municipal Council of Education from Novorizonte; ii) analyze the process of creation and implementation of the Municipal Education Council in the light of democratic management; and iii) propose measures to improve the performance of the Municipal Council of Education of this municipality of the North of Minas Gerais. The theoretical reference for the analysis of the management case was based on the thoughts of authors such as Alves (2005), Bordignon (2009), Cury (2005, 2011), Gadotti (2000, 2014), Lück (2000, 2006), Riscal (2010). In their studies, these authors address the Teaching Systems, the importance of the Education Councils as spaces of social participation and about the democratic management of education. As methodology it was used the qualitative research and as research instruments, the documentary analysis, the accomplishment of interviews and the application of questionnaires. The study was divided into three chapters. The first one deals with the process of creation and implementation of the CME in the municipality of Novorizonte. The second chapter analyzes the difficulties in the implementation and operationalization of the CME and, in the last chapter, there were proposed measures, through an action plan, with the objective to contribute to the work of the CME to collaborate for the management education.A presente dissertação é desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/UFJF). O caso de gestão em estudo discute, por uma perspectiva histórica e à luz do conceito de gestão democrática, a criação e implementação do Conselho Municipal de Educação (CME), no município de Novorizonte. A pesquisa responde à seguinte questão: como ocorreu o processo de criação e implementação do Conselho Municipal de Educação no município de Novorizonte, Estado de Minas Gerais, à luz da gestão democrática? Assumimos como hipótese que o processo de criação e implementação do Conselho Municipal de Educação, do referido município, não ocorreu à luz da gestão democrática. O objetivo geral da pesquisa foi: realizar uma análise histórica sobre os aspectos associados à criação, implementação e operacionalização do Conselho Municipal de Educação, à luz do debate sobre a gestão democrática na educação. Já os objetivos específicos definidos para o estudo foram: i) descrever o processo de criação e implementação do Conselho Municipal de Educação no município de Novorizonte; ii) analisar o processo de criação e implementação do Conselho Municipal de Educação à luz da gestão democrática; e iii) propor medidas para melhorar a atuação do Conselho Municipal de Educação de Novorizonte. O referencial teórico, para a análise do caso de gestão, teve como base os pensamentos de autores como: Alves (2005), Bordignon (2009), Cury (2005, 2011), Gadotti (2000, 2014), Lück (2000, 2006), Riscal (2010), dentre outros. Em seus estudos, esses autores abordam os Sistemas de Ensino e a importância dos Conselhos de Educação como espaços de participação social e sobre a gestão democrática da educação. Como metodologia, foi utilizada a pesquisa qualitativa e, como instrumentos de pesquisa, a análise documental, a realização de entrevistas e aplicação de questionários. O estudo foi dividido em três capítulos. O primeiro discorreu sobre o processo de criação e implementação do CME no município de Novorizonte. No segundo capítulo, foram analisadas as dificuldades na implementação e operacionalização do CME. Por fim, no último capítulo, apresentou-se a proposição de medidas, através de um plano de ação, com o objetivo contribuir para que a atuação do CME colabore para a gestão democrática da educação
