O programa de intervenção pedagógica/alfabetização no tempo certo-PIP/ATC em uma Superintendência Regional de Ensino do Norte de Minas Gerais

This dissertation analyzes the implementation management of the Educational Intervention Program / Literacy at the Right Time - PIP/ATC, from the State Secretary of Education of Minas Gerais in the context of practice in three schools in the district of a Regional Superintendent of Teaching of the North of Minas Gerais. For this study, initially, we sought to list information about the policymaking process, which was effective from the results of the Literacy Assessment Program (PROALFA - 2006). It was found that only 49% of the students from the 3rd year of Literacy Cycle were at the recommended level of reading and writing. The choice of schools to the excerpt of the study was initially based on the fact that these schools have very similar characteristics, they implement the same public policy and they obtain different results in the external evaluations of the Mineiro Assessment System - SIMAVE. As the study progressed it was necessary, therefore, to consider other factors within and outside the schools to select them for this research, which encompassed the everyday lives of the schools. Thus, schools selected were called in this search as school A, B and C. This work was guided by the following question: How can occur the implementation of the Educational Intervention Program (PIP/ATC) in a school that features continuous improvement in its results of external evaluations and in two schools with fall and/or sway in the results of those assessments? Facing this question, it was considered relevant to analyze the spaces in which the policy has been consolidated in order to describe and differentiate the implementation of this policy (PIP/ATC) in the context of practice in these three schools. To this end, in schools A, B and C were interviewed actors like managers, experts and teachers. Completed the analysis, and in the possession of research findings, it was prepared an Educational Action Plan for the initiation of socialization and maximization of good teaching and management practices, developed by the school A, among the other schools in the state schools system, in the district of SRE in the North of Minas Gerais, without disregarding the possibility of extending to other regional and school systems.Esta dissertação analisa a gestão da implementação do Programa de Intervenção Pedagógica/Alfabetização no Tempo Certo – PIP/ATC, da Secretaria de Estado da Educação de Minas Gerais, no contexto da prática em três escolas da circunscrição de uma Superintendência Regional de Ensino do Norte de Minas Gerais. Para a realização desse estudo, primeiramente, buscou-se elencar informações acerca do processo de elaboração da política, a qual se efetivou a partir dos resultados do Programa de Avaliação da Alfabetização (PROALFA – 2006). Constatou-se que apenas 49% dos alunos do 3º ano do Ciclo da Alfabetização estavam no nível recomendado de leitura e escrita. A escolha das escolas para o recorte da pesquisa, inicialmente, pautou-se no fato de essas escolas possuírem características muito semelhantes, implementarem a mesma política pública e obterem resultados díspares nas avaliações externas do Sistema Mineiro de Avaliação – SIMAVE. Com a evolução do trabalho, portanto, tornou – se necessária a consideração de outros fatores intra e extraescolares para a seleção das escolas para estudo nesse texto, os quais abrangeram todo o cotidiano dessas escolas. Assim, foram selecionadas as escolas denominadas nessa pesquisa de escolas A, B e C. O presente trabalho foi norteado pela seguinte questão: Como ocorre a implementação do Programa de Intervenção Pedagógica (PIP/ATC) em uma escola que apresenta melhorias contínuas nos seus resultados das avaliações externas e em duas escolas com queda e/ou oscilação nos resultados dessas mesmas avaliações? Frente a essa indagação, considerou-se relevante analisar os espaços em que a política vem se consolidando com vistas a descrever e diferenciar a implementação dessa política (PIP/ATC) no contexto da prática nessas três escolas. Para tanto, nas escolas A, B e C foram entrevistados atores como os gestores, especialistas e professores. Concluídas as análises, e de posse dos achados da pesquisa, foi elaborado um Plano de Ação Educacional para a propositura de uma socialização e maximização das boas práticas pedagógicas e gestoras, desenvolvidas pela escola A, entre as demais escolas da rede estadual de ensino, na circunscrição da SRE do Norte de Minas Gerais, sem desconsiderar a possibilidades de se estender a outras regionais e redes de ensino
