Os desafios do pacto nacional pela alfabetização na idade certa (PNAIC) no município de Recife

The present dissertation was developed in the ambit of the Professional Master in Management and Assessment of Public Education (PPGP, in Portuguese) of the Center for Public Policy and Education Assessment of the Federal University of Juiz de Fora (CAED / UFJF, in Portuguese). The management case studied discusses the continuing education of Literacy Teachers based on the actions proposed by the National Pact for Literacy at the Right Age - PNAIC (Portuguese) occurred in Recife. We have a general goal to "Increase the participation of Literacy Teachers in trainings of PNAIC". For that purpose, we consider necessary to present and analyze the structure of this program in Recife in the years 2013 through 2014, in order to identify the elements that contributed to the proper or not proper functioning of the program in the period delimited for this investigation. Then we present an Educational Action Plan - PAE (Portuguese) - containing strategies that can contribute to an effective participation of Literacy Teachers in the program. We assume as hypothesis that the structure of the training offered to teachers, both from the Ministry of Education and Culture - MEC (Portuguese) guidelines, as from its accomplishment in Recife, was decisive for the adherence or non-adherence of Teachers. We used the qualitative research as a methodology, with emphasis on case study. As research tools, we used the questionnaire with objective and subjective questions, documentary analysis and interviews. The target readership of our research will be the Literacy Teachers who have worked in the literacy cycle during the years 2013 through 2014 and Study Advisors who were part of the PNAIC team in the same period.A presente dissertação foi desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação Pública (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/UFJF). O caso de gestão estudado discorre sobre a formação continuada dos Professores Alfabetizadores a partir das ações do Pacto Nacional pela Alfabetização na Idade Certa - Pnaic no município do Recife. Temos como objetivo geral conhecer as razões que levaram à baixa participação de Professores Alfabetizadores nas ações do Pacto Nacional pela Alfabetização na Idade Certa (Pnaic) no município do Recife e elaborar um Plano de Ação Educacional (PAE) que contribua para sanar este problema. Para isto consideramos necessário apresentar e analisar a estrutura deste Programa no município do Recife nos anos de 2013 e 2014, com o fim de identificar os elementos que contribuíram para o seu adequado, ou não adequado, funcionamento no período demarcado nesta investigação. Assumimos como hipótese que a estrutura da formação proposta aos Professores, tanto a partir das orientações do Ministério de Educação e Cultura - MEC, quanto a partir da sua concretização no município do Recife, foi determinante para a adesão ou não adesão dos Professores na formação. Utilizamos como metodologia a pesquisa qualitativa, com ênfase no estudo de caso. Como instrumentos de pesquisa, utilizamos o questionário com questões objetivas e subjetivas, entrevistas e análises de documentos oficiais (relatórios dos Orientadores de Estudos, Portarias, Decretos, entre outros). O público alvo da nossa pesquisa foram os Professores Alfabetizadores que atuaram no ciclo de alfabetização nos anos de 2013 e 2014 e os Orientadores de Estudo que compuseram a equipe do Pnaic neste mesmo período
