O papel do gestor escolar na implementação do currículo mínimo de língua portuguesa: perspectivas e desafios

The present dissertation, entitled “the role of the school manager in the implementation of the basic curriculum on Portuguese Language: perspectives and challenges”, refers to a case study and has as its goal to analyze the implementation of the basic curriculum on Portuguese Language of secondary education in a public school in the state of Rio de Janeiro, aiming to investigate in what way the school managers divulges and follows the development of the curriculum policy in the education process. The intention of such analysis is to elaborate an Educational Action Plan that may contribute to the context of the curricular policy’s implementation. The Basic Curriculum is one of the programs developed by the Secretariat of Education of the State of Rio de Janeiro in 2011 to improve the academic performance of the students and studying the role of the school manager in this research is due to the fact that educational policies encompass, in their conception, the idea of accountability. The research methodology utilized in this study was the analysis of the content of official documents (federal and state level) and of school registers (minutes, portfolios and pedagogical bulletins), participative observation in the school environment followed by field notes and semi-structured interviews with the management team (principal, deputy principal, pedagogical coordinator), with Portuguese Language teachers, with the Head of the Elaboration Team of Portuguese Language Basic Curriculum, and with technicians of the Regional Directory and Education Secretariat. In order to analyze such data, authors such as Alice Lopes, Beatriz Teixeira, Gimeno Sacristán, Maria Helena Castro e Sergio Tiezze, in the field of curriculum, and Ana Carolina Canegal, Heloísa Lück, Marcelo Burgos and Vitor Paro, in the management field, compose the theoretical background of the study. The research pointed to the necessity of involving the school manager in the discussion concerning the curriculum and, as such, the goal of the Educational Action Plan is centered in the continued formation of the professionals responsible for the implementation of curricular policies at school level.Este presente trabalho, intitulado “O papel do gestor escolar na implementação do Currículo Mínimo de Língua Portuguesa: perspectivas e desafios”, refere-se a um estudo de caso e tem por objetivo analisar a implementação do Currículo Mínimo de Língua Portuguesa no Ensino Médio em uma escola pública do Estado do Rio de Janeiro, visando investigar de que forma o gestor escolar divulga e acompanha o desenvolvimento da política curricular no processo educativo. A intenção dessa análise é a elaboração de um Plano de Ação Educacional que possa contribuir para o contexto de implementação da política curricular na escola. O Currículo Mínimo constitui-se em um dos programas desenvolvidos pela Secretaria de Educação do Estado do Rio de Janeiro no ano de 2011 para melhorar o desempenho escolar dos alunos e estudar o papel do gestor escolar nesta pesquisa decorre do fato de as políticas educacionais agregarem, em sua concepção, a ideia de responsabilização. A metodologia de pesquisa utilizada neste estudo foi a análise do conteúdo dos documentos oficiais (federais e estaduais) e de registros da escola (atas de reuniões, portfólios e boletins pedagógicos), observação participante no ambiente escolar acompanhada de anotações de campo e entrevistas semiestruturadas com a equipe gestora (diretora, diretora adjunta, coordenadora pedagógica), com as professoras de Língua Portuguesa, com a Coordenadora da Equipe de Elaboração do Currículo Mínimo de Língua Portuguesa e com os técnicos da Diretoria Regional e da Secretaria de Educação. Para a análise dos dados, autores como Alice Lopes, Beatriz Teixeira, Gimeno Sacristán, Maria Helena Castro e Sergio Tiezze, na área de currículo, e Ana Carolina Canegal, Heloísa Lück, Marcelo Burgos e Vitor Paro, na área de gestão, compõem o referencial teórico deste trabalho. A pesquisa apontou que é necessário envolver o gestor escolar na discussão do currículo e, com isso, a finalidade do Plano de Ação Educacional centraliza-se na formação continuada dos profissionais responsáveis pela implementação da política curricular no âmbito da escola
