Absenteísmo-doença e qualidade de vida no trabalho entre os técnicos administrativos em educação da UFJF

The present dissertation developed under the Program of Professional Postgraduate in Management and Evaluation of Public Education of the UFJF has as its object the study of absenteeism-disease among the Administrative Technicians in Education (TAE's) of UFJF. As the north for the development of the research, therefore, the following question is presented: how the UFJF can propose actions to reduce the absenteeism of its TAE´s caused by diseases? In the search for answers, it is intended to identify possible relationships between the working environment and the sickness of the Administrative Technicians in Education of said IFES, which is the general objective of this work, given that only from this mapping can it be possible to propose actions to minimize the incidence of the problem in focus. The specific objectives, in turn, are: to describe aspects and policies on the subject of the research, both at the federal level and at the Institution under study; to analyze factors (personal and professional) supposedly related to absenteeism-illness of the TAE´s in UFJF. from the point of view of the TAE´s themselves and also of the managers; and propose institutional strategies aimed at strengthening the quality of work life in the UFJF universe. To make it possible to achieve the objectives outlined and to guarantee the reliability of the results, it is necessary to use quantitative and qualitative research on the subject, besides carrying out the bibliographic survey from several sources that deal with the subject. Based on the results obtained, in spite of the fact that it was not possible to establish direct cause and effect relationships between job satisfaction / dissatisfaction and the occurrence of leave due to health reasons, relevant aspects about Quality of Life at Work (QLW) and disease absenteeism were outlined, with emphasis on the recognition of the importance of QLW actions and policies for the general well-being of workers and for the positivity of the organizational climate. This finding ultimately signals the need to promote and improve QLW at UFJF as a means of providing better health conditions for servants and, consequently, preventing / reducing the sickness of these workers.A presente dissertação desenvolvida no âmbito do Programa de Pós-graduação Profissional em Gestão e Avaliação da Educação Pública da UFJF tem como objeto o estudo do absenteísmo-doença entre os Técnicos Administrativos em Educação (TAE’s) da UFJF. Como norte para o desenvolvimento da pesquisa, portanto, apresenta-se o seguinte questionamento: de que forma a UFJF pode propor ações para diminuir o absenteísmo de seus TAE´s causado por doenças? Na busca por respostas, foram identificadas as possíveis relações entre o ambiente de trabalho e o adoecimento dos Técnicos Administrativos em Educação da referida IFES, o que constitui o objetivo geral deste trabalho, haja vista que somente a partir desse mapeamento torna-se possível a propositura de ações para minimizar a incidência do problema em foco. Os objetivos específicos, por seu turno, são: descrever aspectos e políticas sobre o tema objeto da pesquisa, tanto em âmbito federal, como no da Instituição em estudo; analisar fatores (pessoais e profissionais) supostamente relacionados ao absenteísmo-doença dos TAE’s na UFJF, sob a ótica dos próprios TAE’s e também dos gestores; e propor estratégias institucionais com objetivo de fortalecer a qualidade de vida do trabalho no universo da UFJF. Para viabilizar a consecução dos objetivos traçados e para garantir a confiabilidade dos resultados, necessário o recurso a pesquisas quantitativas e qualitativas sobre o tema, além de realizar o levantamento bibliográfico a partir de diversas fontes que tratam do assunto. A partir dos resultados obtidos, em que pese não tenha sido possível estabelecer relações diretas de causa e efeito entre a satisfação/insatisfação no trabalho e a ocorrência dos afastamentos por motivo de sáude, foram delineados aspectos relevantes sobre a Qualidade de Vida no Trabalho (QVT) e o absenteísmo-doença, com destaque para o reconhecimento da importância das ações e das políticas de QVT para o bem-estar geral dos trabalhadores e para a positividade do clima organizacional. Tal constatação, em última instância, sinaliza para a necessidade de promover e aprimorar a QVT no âmbito da UFJF como meio de propiciar melhores condições de saúde dos servidores e, por conseguinte, evitar/diminuir o adoecimento desses trabalhadores
