Democratização das relações internacionais: o caminho para a efetiva concretização dos direitos humanos

The internationalization of human rights after the Second World War has elevated these rights to the level of international order's ethical paradigm. However, the reality of human rights violations is still frightful. In view of the intrinsic link between human rights and democracy, this paper pretends to indicate the democratization of international relations as the road to transform this reality. Therefore, it'll be presented the project of cosmopolitan democracy found on Daniele Archibugi‟s work, who proposes the expansion of democracy for all levels of governance, surmounting national borders and also reaching the regional and the global level. Thus, it defends the need for reform of international order to build a propitious environment for the promotion and protection of human rights.A internacionalização dos direitos humanos após a Segunda Guerra Mundial elevou tais direitos ao patamar de paradigma ético da ordem internacional. Entretanto, a realidade de violação dos direitos humanos ainda é assustadora. Tendo em vista a intrínseca relação entre democracia e direitos humanos, o presente trabalho pretende apontar a democratização das relações internacionais como o caminho para a transformação desta realidade. Para tanto, apresentará o projeto de democracia cosmopolita presente na obra de Daniele Archibugi, o qual propõe a expansão da democracia para todos os níveis de governança, superando as fronteiras nacionais e alcançando também o nível regional e o global. Desta forma, defende a necessidade de reforma da ordem internacional para a construção de um ambiente propício à proteção e promoção dos direitos humanos
