O pacto global para as migrações e o debate entre o universalismo e relativismo cultural dos direitos humanos

The purpose of this article is to discuss and describe the Pact for a Safe, Ordained and Regular Migration, analyzing the current migratory crisis that motivated its elaboration. Such analysis is done from the perspective of human rights, not as universal or multicultural, but from the perspective of the universalism of arrival, based on the studies of Herrera Flores. Thus, these three theories that discuss the universal character of Human Rights are addressed, in order to defend the Pact for Migration as an orientation for state action, however broad and little specific, concluding that it is an important tool solution to the crisis, but which lacks more precise and efficient objectives.O presente artigo tem por finalidade abordar e descrever o Pacto para uma Migração Segura, Ordenada e Regular, analisando a crise migratória atual que motivou sua elaboração. Tal análise é feita sob perspectiva dos Direitos Humanos não como universais ou multiculturais e sim sob uma perspectiva do universalismo de chegada, a partir dos estudos de Herrera Flores. Assim, são abordadas três teorias que dialogam sobre o caráter universal dos Direitos Humanos, de forma a defender o Pacto para Migração como uma orientação para o agir estatal, por mais que de forma ampla e pouca especifica, concluindo que ele é uma importante ferramenta inicial para uma solução da crise, mas que carece de objetivos mais precisos e eficientes
