The article proposes a logically linked system of indicators for assessing the employees’ competitiveness in the process of qualification upgrading. It was developed by the authors on the basis of a sociological study conducted by using the expert survey method. The survey has confirmed the main study hypothesis that there is the necessity to create tools for a comprehensive employees’ competitiveness assessment in order to increase the social and economic sustainability in the territories. Sustainable development can be achieved only by the effective management of the labour force competitiveness growth including in the training process.
