A Study on the Diplomacy of South and North Korea towards Neutral Countries from 1948 to 1968

The findings of this research can be summarized as follows. First, this study revealed a series of processes through which North and South Korea recognized the emerging neutral countries in the mid-1950s and devised and implemented foreign policy towards them. In 1948, South and North Korea tried to secure their national legitimacy by conducting Camp Diplomacy. The two Koreas were not only at the forefront of the Cold War, but were also post-colonial countries that just emerged from the Japanese colonial rule. Interestingly, even though they faced the same issue of anti-colonialism, North Korea focused on attracting the national liberation and peace movements outside of socialism to its side as part of Camp Diplomacy, while South Korea used the issue of anti-colonialism as a means to raise its status over Japan within the anti-communist camp. The Cold War gave birth to a hot war on the Korean Peninsula in 1950, and during the war, the two Koreas were forced to adhere to more strict Camp Diplomacy. From 1954, the Third Forces emerged, advocating anti-colonialism, peace and neutralism, and refusing to belong to the two camps of the Cold War. In 1957, North Korea entered into trade agreements with major Asian and African neutral countries (India, Indonesia, Burma, Egypt, Iraq, etc.). By contrast, the South Korean government was busy criticizing neutral countries that were leading neutralism and peace movement, because it regarded neutralism and peace movement that arose from 1954 as offensives by the communist camp. The South Korean government, however, had to face a considerable drop in the percentage of votes in its favor in the 1957 UN General Assembly vote on the Korea issue. Many of the abstentions were caused by the so-called new independent nations entering the United Nations, claiming neutralism. As a result, the South Korean government sent the first friendly delegation to Asia and Africa to resolve the voting crisis on the Korea issue at the UN General Assembly. In this way, the South Korean government was passive in its diplomacy towards neutral countries, acting under pressure from the UN diplomatic crisis. In the 1960s, the two Koreas competed diplomatically for the support of the neutral countries. With confidence gained from the economic development achieved in the late 1950s, North Korea pursued active diplomacy towards the neutral countries, sending or inviting government delegations. As a result, North Korea established diplomatic and consular relations for the first time with many Asian and African neutral countries in the early 1960s. Furthermore, unlike in the 1950s, North Korea had a closer relationship with the national liberation movements in Asia, Africa, and Latin America. Meanwhile, the South Korean governments that assumed power after April 1960 criticized the diplomacy of Syngman Lee and pursued an active diplomacy towards neutral countries. In the process of pursuing diplomacy towards neutral countries, the South Korean government inevitably had to fist deal with North Korea, which had a dominant position over South Korean in establishing diplomatic relations with the neutral countries. In other words, the South Korean government, which was a late comer in neutral diplomacy, had to face the two Korea problem in the diplomatic competition towards the neutral countries. The South Korean government insisted that it cannot accept the recognition of two Koreas, but it was difficult to adhere to this position consistently. The year 1965 was a turning point in the diplomacy towards neutral countries for North Korea. The failure to hold the 2nd Bandung Conference in 1965 was the death sentence of the Bandung spirit. At this time, from the North Korean perspective, the socialist camp was divided, and the United States was launching a new Cold War strategy by attacking small countries rather than engaging in hostilities with great powers such as the Soviet Union. Therefore, from the Chinese cultural revolution in 1966, North Korea pursued independent solidarity with small countries, criticizing both left and right opportunism, including dogmatism and revisionism. North Korea, in the early 1960s, stepped out of its China-based diplomacy towards neutral countries and pursued solidarity with small nations. South Korea's diplomacy towards neutral countries also reached a major turning point in 1965. The diplomacy towards neutral countries pursued by the military government and the Third Republic entered into crisis in 1965 when South Korean troops were sent to Vietnam. South Korea was excluded from the invitation to the second Asian-African Conference, which was scheduled for 1965. Criticizing the South Korean government for participating in the Vietnam War, France refused to be a co-sponsor on the Korea issue at the UN General Assembly. In 1968, the South Korea government implemented a policy to abolish the traditional approach towards the UN General Assembly regarding the Korea issue. In sum, this paper illuminated the post-colonial and Cold-War division that crossed the Korean Peninsula. In particular, it illustrated how the relationship between post-colonialism and the Cold War changed over time during the 20-year period from 1948 to 1968. Second, this study also traced the changes that occurred in the foreign policy of North and South Korea towards the neutral countries, while also shedding light on the experience of the diplomatic actors encountering the new nations emerging from colonialism. Both South and North Korea actively engaged in African diplomacy from around 1960. The advent of the Cold War provided a new experience for the diplomatic actors, leading them visit places they had never been to before. Major South and North Korean figures that visited Africa in the mid-1950s had experienced colonialism and thus empathized with the colonial experience of the African countries. After 1960, however, the South and North Koreans defined and interpreted Africa from different perspectives. South Koreans believed that new African independent countries want economic development and that outside aid is important to achieve it. Similarly, North Korean leaders wanted to show that after 1960, African countries could develop by imitating North Korea's economic development. Unlike South Koreans, however, North Koreans argued that, instead of outside aid, African countries could achieve economic development on their own and thereby free themselves from the economic subordination. By examining the changes in foreign policy and discourse between the two Koreas over the two decades of 1948-1968, this study illustrated how post-colonialism, the Cold War, division of the Korean Peninsula, and economic development interacted with one another. In addition, through an integrated analysis of the history of inter-Korean relations, it was possible to reveal the (non-)symmetry of inter-Korean relations. Finally, this study suggests that future research needs to pursue the following questions: How did the various actors of South and North Korea perceive anti-colonialism, peace and neutralism (or nonaligment)? What was the image of peace pursued by those who lived in the Korean Peninsula, which was at the center of the Cold War, was divided, and experienced war? In the future, researchers need to be attentive to the perspectives of various actors beyond the government.본 연구는 1948년 수립된 남·북한 정부가 1955년 전후 등장한 중립국과 외교적 관계를 맺어나가기 시작하여 1960년 전후 본격적인 중립국 외교를 펼쳐지다가 1965년 베트남전쟁을 기점으로 중립국 외교가 분기하는 일련의 과정을 정리 및 분석했다. 본 연구는 다음의 네 가지로 요약할 수 있다. 첫째 본 연구는 남·북한이 1950년대 중반 새롭게 등장하는 중립국을 인식하고 외교정책을 입안하고 실행하는 일련의 과정을 밝혔다. 1948년 남·북한은 정부수립 직후부터 자유진영과 민주진영에 충실한 진영외교를 펼치며 자신의 국가 정당성을 확보하고자 했다. 왜냐하면 남·북한은 미국과 소련이라는 양극적 냉전의 최전선에 수립된 신생 독립국이었기 때문이다. 그런데 남·북한은 냉전의 최전선일 뿐 아니라 일제식민지에서 갓 벗어난 탈식민 국가이기도 했다. 따라서 남·북한 정부는 진영외교를 펼쳤지만 진영외교로만 설명하기 힘든 반식민이라는 균열이 존재했다. 남·북한 정부 모두 냉전의 진영외교 안에서 반식민 문제라는 균열을 냉전 안에 기입시키려 했다. 같은 반식민 문제라도 북한은 사회주의 외부의 민족해방운동·평화운동이라는 것을 진영 내로 끌어들이는 데 주력했다. 반면 남한은 반공진영 내의 일본보다 자신의 위상을 높이기 위한 수단으로서 반식민 문제를 활용했다. 냉전은 1950년 한반도에서 열전을 낳았고 전쟁 동안 남·북한은 더욱 철저한 진영외교를 고수할 수밖에 없었다. 그런데 1954년부터 반식민·평화·중립 등을 주창하며 냉전의 양대 진영에 속하기를 거부하는 제3세력이 등장했다. 1957년 북한은 주요 아시아·아프리카 비사회주의 국가들(인도·인도네시아·버마·이집트·이라크 등)과 무역협정을 맺거나 무역대표부를 양국에 설치했다. 반면 남한 정부는 1954년부터 밀려드는 중립과 평화에 대해 공산세력의 중립공세이자 평화공세로서 받아들였기 때문에 중립과 평화를 주도하는 중립국들을 비판했다. 그러다가 남한 정부는 1957년 유엔총회에서 증대하는 중립국과 기권표 문제를 해결하기 위해 중립국 외교에 수동적으로 나섰다. 남한과 북한 정부는 모두 하나로서 불가분의 관계로서 제시됐던 평화·반식민·중립을 자신의 위치에서 다르게 규정하며 중립국들과 외교관계를 구축했다. 1960년대 들어 남·북한은 중립국을 둘러싸고 외교경쟁을 펼쳤다. 북한은 1950년대 후반 이룩한 경제발전의 자신감을 가지고 정부대표단을 파견하거나 초청하는 적극적인 중립국 외교를 펼쳤다. 이로써 북한 정부는 1960년대 초 상당수 아시아·아프리카 중립국들과 외교관계 및 영사관계를 맺었다. 나아가 북한은 평화적 공존을 주장하는 소련과 갈등 속에서 동유럽 사회주의 국가들보다 반제국주의와 반식민주의를 외치는 아시아·아프리카·라틴아메리카 지역의 민족해방운동 세력과 더욱 친밀한 대외관계를 맺어나갔다. 반면 남한은 1960년 4·19 이후 수립된 과도정부·민주당정권·군사정부는 이승만정권의 대미(對美)일변도의 진영외교를 비판하면서 계속되는 유엔총회에서 한국문제 표결 위기의 대응 차원에서 적극적인 중립국 외교를 표방했다. 남한 정부는 중립국 외교를 펼치는 과정에서 필연적으로 먼저 주도적으로 중립국과 관계를 맺은 북한을 상대해야 했다. 남한 정부는 두 개의 한국 문제를 인정할 수 없다는 원칙을 세웠지만 일관성있게 지키기 힘들었다. 왜냐하면 후발 주자로서 남한 정부는 만약 어느 중립국이 북한과 외교관계를 수립한다고 하여 단교하는 순간 해당 지역 외교에서 북한에게 더욱 밀릴 것을 우려했기 때문이다. 따라서 남한은 상대적으로 영향력이 적은 중립국에는 두 개의 한국 원칙을 고수한 반면 영향력이 큰 중립국에서는 북한과 관계를 묵인하는 형태를 취했다. 1965년은 북한에게 중립국 외교에서 하나의 분기점이었다. 1965년 제2차 아시아·아프리카 회의 무산이 상징하듯이 1955년부터 이어진 반둥정신은 분열된 세계에서 더 이상 추구하기 힘들었다. 1965년 제2차 반둥회의의 무산은 양극적 냉전질서에서 탄생했던 반둥정신이 다극적이고 국익을 추구하는 새로운 냉전질서에서 내려진 최종 사망선고였다. 이 시기 북한이 보기에 사회주의 진영은 분열했고 미국은 더 이상 소련 같은 강대국과 적대하기보다 약소국을 공격하는 이른바 새로운 랭전전략을 펼치고 있었다. 따라서 북한은 1966년 중국의 문화혁명을 기점으로 교조주의 및 수정주의라는 좌·우경 기회주의를 모두 비판하며 작은 나라들과 자주적 연대를 추구했다. 또한 북한은 베트남전쟁에서 중국과 소련이 보이는 소극적 대응에 비판적이었다. 동시에 북한은 1965년 남한의 베트남파병과 한일협정에도 또다른 위기의식을 느꼈다. 북한은 위기를 돌파하는 방법으로서 중국과 소련 같은 대국에 의존하기보다 작은 나라들과 자주적 연대를 해야한다고 주장했다. 새로운 냉전에 대응하기 위해 북한은 1960년대 초 중국에 기반한 중립국 외교를 벗어나 스스로 작은 나라들과 연대를 지향하며 아시아·아프리카·라틴마에키라 지역의 중립국 혹은 비동맹국가들과 적극적인 관계개선에 나섰다. 남한의 중립국 외교도 1965년을 기점으로 큰 분기를 겪었다. 군사정부 및 제3공화국이 지속적으로 추진해온 중립국 외교는 1965년 베트남에 파병함으로써 위기를 맞았다. 자유진영의 상당수 국가들조차 미국의 베트남파병에 비판적이었는데도 남한은 자유세계 수호와 대미외교 강화를 위해 참전을 결정했다. 결국 남한은 베트남파병을 이유로 1965년 개최 예정이던 제2차 아시아·아프리카 회의의 피초청국에서 제외됐을 뿐 아니라 프랑스는 남한의 베트남 파병을 이유로 한국문제의 유엔총회 공동제안국에서 빠졌다. 남한 정부는 베트남파병이 낳은 중립국 외교의 위기를 타개하기 위하여 1965년 처음 공개 언급한 한국문제의 유엔총회 연례자동상정 지양정책을 1968년 실행했다. 이로써 남한 정부의 중립국 외교는 1957년 시작 때부터 견지해온 유엔외교의 목적을 스스로 포기한 셈이었다. 남한 정부가 1960년대 미소의 접근과 다극화하는 냉전질서 속에서 더 이상 기존의 양극적 냉전문제로서 승리하기 힘들다는 것을 스스로 인정하는 것이기도 했다. 박정희정권은 새로운 냉전의 시대에 박정희정권은 유엔외교를 포기하는 대신 아시아·아프리카·라틴아메리카 지역의 중립국들에 전방위적으로 사절단을 파견함으로써 새로운 중립국 외교를 모색했다. 결국 1950년대 중반 시작된 남·북한의 중립국 외교는 1960년대 중후반 주체적 자주적 전환을 모색하고 추진했다. 이렇게 본고는 냉전의 최전선이자 탈식민 신생국 남·북한 정부가 또다른 탈식민 신생국들과 대외관계를 맺을 때 어떠한 인식을 가졌으며 구체적으로 어떠한 외교정책을 펼쳤는지 밝혔다. 특히 남·북한 정부의 중립국 외교정책에서 탈식민과 냉전의 관계가 1948년부터 1968년이라는 20년이라는 시간 동안 시기별로 어떻게 변화하는지 그 양상을 그려냈다. 둘째 본 연구는 남·북한의 중립국 외교정책이 변화하는 양상을 추적하면서도 외교를 수행하는 주체들이 탈식민 신생국들과 만나는 경험도 밝혔다. 남·북한은 공히 1960년 전후부터 아프리카 외교를 적극적으로 펼쳤다. 냉전의 도래는 이전까지 전혀 만날 필요성이 없었던 지역을 방문하게 하는 새로운 경험을 제공했다. 식민지를 겪었던 남·북한 주요 인사들은 1950년대 중반 모두 아프리카를 방문할 때 신생 약소민족(弱小民族)으로서 그들과 식민경험이라는 역사적 공감대를 가졌다. 흥미롭게도 1960년 전후 남·북한 외교행위 주체들은 다른 관점에서 이들을 규정하고 해석했다. 남한 인사들은 아프리카 신생 독립국들이 경제발전을 원하며 그것을 충족하기 위한 외부 원조가 중요하다고 판단했다. 즉 남한 사람들은 1950년대 식민경험의 공감이 아니라 이제는 아프리카에서 발전의 욕망을 발견하고 그것을 충족하는 외교를 펼쳤다. 마찬가지로 북한 지도부들은 1960년 전후 아프리카인들이 북한의 경제발전을 본받아 그들도 발전할 수 있다는 것을 보여주고자 했다. 그런데 남한 사람들과 달리 북한 사람들은 외부의 원조가 아니라 아프리카인들 스스로 경제발전을 이룩함으로써 새로운 식민주의가 시도하는 경제적 종속에서 벗어나 진정한 자립적인 독립국가를 이룰 수 있다고 주장했다. 북한 지도부는 자신들이 이미 그러한 자력갱생에 기반한 진정한 독립을 이룩했음을 자랑차게 아프리카인들에게 선전했다. 그래서 북한 지도부는 제2차 반둥회의가 무기한 연기됐을 때 그 이유를 아프리카 신생 독립국들의 외세 의존적인 모습에 찾으며 비판했다. 이처럼 1948년부터 1968년이라는 20년 동안에 걸친 남·북한의 외교정책과 담론의 변화 양상을 살펴봄으로써, 탈식민과 냉전, 분단 그리고 경제발전 등이 어떻게 상호교차하며 시기에 따라 무엇이 더 주도적이고 부차적인지를 드러냈다. 그 결과 한국현대사 연구에서 미진했던, 남북관계사 영역을 본격적으로 분석 가능했다. 특히 남·북한 통합적 분석을 통해 남·북한의 중립국 외교 경쟁에서 드러나는 남북관계의 (비)대칭성을 드러낼 수 있었다. 본 연구는 남·북한 정부의 중립국 외교에 초점을 맞추었지만 1950, 60년대 남·북한에게 중립이란 무엇이었을까. 남·북한은 반식민·평화·중립을 당대의 다양한 주체들은 어떻게 인식했을까. 당시 냉전의 한복판이자 분단되고 전쟁을 겪었던 한반도에 살고 있던
