청정개발체제(CDM)사업이 지역개발에 미치는 영향

학위논문 (석사)-- 서울대학교 대학원 : 환경계획학과, 2012. 2. 이희주.The effort towards finding a solution for climate change is facing a long dilemma between the desire to develop economically and the urgency to address the environmental problem that arises out of such activities. The affliction has become more vivid with attempts to allot responsibilities through institutionalization of international efforts to coordinate different interests across countries. Particular attention is focused on parts of the world that are currently undergoing development, which inevitably poses pressure on the global environment. This thesis takes heed to regional levels of developing countries for their efforts in development – the key to which under today‟s dilemma is to synchronize economic growth with environmental planning. The attempt here is to understand where the sub-national regions stand in the spectrum of the dilemma. How do their positions vary? Why and what factors shape these conditions? These questions are probed by examining the effects of Clean Development Mechanism at sub-national level. As an international mechanism, CDM promotes implementation of climate change related environmental technologies by incentivizing investors with tradable credits. Sub-national regions are the focus because the market force behind CDM has significant - if not greater - influence at micro levels than at macro levels (i.e. countries). Moreover, the actual impacts from climate change fighting environmental technologies in CDM are arguably more relevant within spatial vicinity. Between the dual goals of CDM, namely development versus economic pursuit, the varying degrees of regional progress towards each goal is compared. The „tradeoff‟ between the two goals is a dire issue, especially for maintaining justice for balancing severely polarized stakes and interests. This thesis contends that two goals are mutually exclusive, thus the effect of CDM on regional development is measured as the tradeoff between progress in development and process in economic gain. From the CDM project database, an indicator – Economic Efficiency – is created to assess the gain on profitable carbon credits through CDM investments. This indicator hints at the economic grounds gained from accumulating tradable credits. Such economic pursuit is compared against the effect of CDM on the development front, which is assessed by another indicator created named Development Potential. This index is designed from the amount of energy provision and the expected qualitative growth from the technologies. The types of projects are also taken into account to see how regions vary in the two-goal spectrum through their choice of environmental technology projects. The results from reveal that the market force driving CDM leaves the more climate change vulnerable regions marginalized in terms of benefits from participation. The most susceptible and resource poor regions of Least Developed Countries are located sparsely geographically. The notorious threshold to be overcome in order to successfully register a CDM project requires significant expertise. Hence clusters of regions with abundant CDM experience seem to trigger chained participation. Without the market interest finding its way into underdeveloped and poverty stricken regions, CDM activity remains restricted for such regions deadlocked in a negative feedback. Regions with only one or two CDM projects are found to implement rather risk-free, affordable, and quick-to-implement projects, namely landfill gas collection and methane avoidance. These types are above average in economic efficiency, though below average in development potential. However, a grave concern looms over this passive participation and its effect on regional development, because such easy to implement projects are simple for the reason that traditional systems and facilities remain. In other words, the project involves no fundamental change towards sustainable growth or environmental protection. Regions with high economic efficiency are found as those with active industrial activities. High Global Warming Potential gas reduction project types are found in such regions, indicating presence of specialized manufacturing facilities such as those for semi-conductors and electronics. On the contrary, the portfolio of projects for the regions in the least developed parts of the world reveals 53% of all projects to be Hydroelectric technologies, which has the highest development potential. Yet due to its low economic efficiency, 64% of all regions within Least Developed Countries are below average in terms of regional economic efficiency. The key lesson from these findings is that market force alone does not suffice to channel appropriate technologies to the places where most needed. The disaster-prone and marginalized regions that could most benefit from high development potential projects, do not have the resources or capacity to implement such projects. Meanwhile, industrially competitive regions with high GWP pollution activities are seen to forego deep-rooted changes toward sustainable future by utilizing CDM projects to merely reduce emission from the existing facilities while sustaining their industrial structure. This vast disparity and apparent injustice across regions is exacerbated by the market force which is free to find itself where it profits the most. Further research to incorporate other underlying forces to spread climate change targeting environmental technologies will help to identify unique decision-making factors across regions, along with field research to meet with project hosts and communities. Better understanding the current status about developing regions will contribute toward successful execution of synchronizing economic growth with environmental sustainability.기후 변화에 대한 해결책을 찾는 노력은 산업화와 경제성장을 위한 개발과 그 과정에서 발생하는 환경 문제라는 오랜 딜레마에 직면해왔고, 이는 일찍이 산업화를 이룬 선진국과 빠른 산업화를 통해 급격한 경제발전을 추진하는 개발도상국간의 갈등의 원인이 되어왔다. 다행히도 해당 문제에 얽힌 다양한 이해관계와 책임을 조정하기 위해 국제적인 노력이 제도화되고 기후변화 원인들을 정량적으로 정의 할 수 있게 됨으로써, 이해주체들 간의 협상 기반을 확립할 수 있게 되었다. 그간의 연구들을 통해 이러한 제도가 국가차원의 환경과 개발을 병행할 수 있는 계획에 미치는 영향에 대한 평가들이 있어왔으나, 지역차원의 환경·개발 계획에 미치는 영향에 대한 평가들은 미미하였다. 본 논문에서는 청정개발체제(CDM) 사업의 분석을 통해 종래의 환경∙개발 딜레마에 대한 지역단위의 노력과 현상을 분석한다. CDM사업은 사업자가 개발도상국의 온실가스 감축사업(대기오염, 에너지산업 등)에 투자하여 감축된 이산화탄소 배출권을 획득하고 개발도상국의 지속 가능한 발전에 기여함으로써 선진국과 개발국가의 이해관계를 충족시킬 수 있는 공생적 방안이다. 하지만 실제로는 환경기술을 시장메커니즘을 통해 촉진시킨다는 목적아래 상충되는 이해 주체들 간의 끊임없는 주도권 싸움이 일어나고 있고, 이는 이산화탄소 배출권 취득을 통한 경제 활성화 추구와 지속 가능한 발전을 위한 기술구현 추구라는 두 가치의 반영 비율에 중요한 요소로 작용한다. 더욱이 지역단위에서는 시장메커니즘이CDM사업의 주 결정요인 이기에, 환경보호와 개발의 공생을 위한 계획을 저해할 수 있다. 본 연구는 CDM 사업을 통해 탄소시장에서 얻는 이윤의 측정을 위해서 경제적 효율성 이라는 지표를 만들고 활용하였다. 이와 같이 경제적 성향에 큰 포커스를 둔 이유는 CDM사업은 주로 민간자본을 바탕으로 일어나며, 민간자본들의 투자가 탄소시장의 성장 가능성에 기반한 이윤창출을 목적으로 이루어지기 때문이다. 이를 위해 전세계 253개의 지역을 유사한 경제적 효율성에 따라 9개의 그룹으로 나누고 분석 하였다. 경제적 효율성을 통해서 호스트 지역이 축적하게 되는 CDM 사업으로 인한 경제적 이익에 대해 살펴볼 수 있다. 또한 본 논문에서는 CDM 사업이 지역에 미치는 영향의 다른 측면인 지속가능발전 기여도를 측정할 수 있는 개발 잠재력 지표를 설계하였다. 이를 위해 개발 측면에 대한 양적 척도와 환경기술 및 정책에 담겨있는 잠재적인 질적 성장에 대한 외부지표들이 활용되었다. 분석을 통한 결과로 먼저 경제적 효율성이 낮은 지역은 CDM 사업으로부터 지속적으로 소외되고 있음을 확인하였다. 개발도상국의 자원이 부족한 지역의 CDM 사업 참여비율은 매우 낮게 나타났다. 이는 CDM 사업 등록까지의 높은 임계치를 극복하기 위한 전문지식의 제공이 이루어지지 않기 때문으로 보인다. 평균치의 경제적 효율성을 가지면서 CDM 사업 참여도가 높지 않은 지역에서는 주로 안전성을 보장하는 비교적 간단한 시술적인 프로젝트를 수행하는 것으로 나타났다. 매립가스 이용 기술이 대표적인 예가 될 수 있다. 해당 기술은 평균 이하의 개발 잠재력 지수를 가지지만, 경제적 효율성은 높은 편에 속한다. 하지만 이처럼 기존의 기반시설을 그대로 유지하는 프로젝트는 지역사회에 보다 근본적인 변화를 제공하기엔 한계가 있으며, 지역과 지역 주민들에게 수동적인 참여만을 유도한다. 더 나아가, 높은 경제적 효율성을 띄는 지역들에선 높은 지구온난화지수(GWP)의 가스 배출저감 사업이 이루어 지고 있다. 높은 GWP지수 가스는 반도체 및 전자제품 제조 등 전문적인 산업의 부산물로, 이렇게 높은 경제적 효율성을 가진 지역들은 지역산업측면에서도 충분한 경쟁력을 이미 보유하고 있는 것으로 보인다. 유엔(UN)이 지정한 최빈곤국가의 지역들의 CDM사업을 나열하였을 때 53%가 가장 개발잠재력지수가 높은 사업, 즉 수자원 사업으로 구성 되어 있다. 본 연구가 제시하는 가장 중요한 시사점은 경제적 논리 만으론 친환경 기술의 개발과 경제적 발전이라는 CDM 사업의 본질적인 두 목표를 동시에 달성하기 어렵다는 것이다. 경제적 효율성이 취약하고 친환경 개발 기술이 필요한 지역은 그만한 CDM 사업을 들여올 역량이 부족하고, 반면 산업의 발달로 충분한 자산을 지닌 지역은 CDM 사업을 통해 대기오염물배출을 저감하되 궁극적으론 기존 지역 산업을 유지하게 되어 지속 가능한 발전을 향한 근본적 변화의 여지를 잃게 된다. 이렇듯 연구의 결과는 전세계 지역에 걸쳐서 나타나는 부와 산업발전의 불균형은 현재 시장 논리에 의해 지배되는 CDM 사업에 의해 더욱 심화될 수 있음을 확인하여 시장원리에 보완적인 추가 제도의 마련이 필요하다고 판단한다. 이를 위해 자료상 분별하기 힘든 지역별 환경계획 방향 설정의 의도 및 결정 요인을 구축하는 현장연구를 제기한다. 지역별 균형 있는 환경 및 개발계획을 지원하는 기술과 정책적 숙고는 환경과 인간사이의 정의뿐만 아니라 기후변화를 둘러싼 현재와 미래 이해관계자들의 대립관계를 건설적으로 풀어나가는데 중요한 열쇠가 될 것이다.1.
