NAFAT, MERCOSUR, ASEAN의 사회적 의제 형성과 지역개발협력을 중심으로

학위논문 (박사)-- 서울대학교 대학원 : 사회과학대학 사회학과, 2019. 2. 정진성.This study explores the social dynamics of regional economic integration by comparing the formation of social agenda and regional development cooperation in the three case of the three regional economic integration, formed in the background of 'globalization' since 1990 's. Globalization centering on liberalization of trade and investment was carried out by forming regional units through trade and investment agreements at each region. In addition, the weakening of the governance of the nation state has brought attention to 'the region' as a place of new governance. Despite the fact that the regional economic integration has the purpose of creating a regional economic space through the regional production bases and market formation, the formation of the 'region' exceeds this, so that the 'region' forms a new social dynamics. Especially, this social dynamics is concentrated on the non-market element of regional economic integration, such as labor (special goods and human being as labor force), public goods like environment, and the border as a matter of physical integration. In addition, the problem of development gap among member countries is highlighted as a major social agenda for regional economic integration. For this reason, the 'region' is emerging as a place of important cooperation and an actor with certain institutional apparatus. This study examines the social dimensions of regional economic integration by comparing the social dynamics of regional economic integration such as NAFTA, MERCOSUR, and ASEAN. And it is reveals that regional development cooperation functions as a kind of social institutional mechanism. First, the North American Free Trade Agreement (NAFTA), which was formed under the leadership of the United States, is a model and reference of regionalism that represents the 'new regionalism'. NAFTA formed through free trade agreements is perceived as 'economic integration' in a pure sense, and no 'regionalism(regional ideology)' seems to exist in that. However, despite NAFTA's lack of regulatory transnational institutions, member countries in the region show a strong policy convergence and NAFTA functions as a kind of regional disciplinary regime. NAFTA has caused a lot of social controversy since its inception, especially around non-market factors such as labor and the environment. In this controversy, NAFTA clearly defines labor and environmental standards as 'rule' through annexation agreement about labor and environment(NAAEC, NAALC). And violations of this rule can be sued or sued to by governments, businesses, unions and civic groups through dispute settlement procedures. Therefore, the formation of NAFTA social agenda around non-market factors is centered on politicizing, modifying and supplementing the rules. In this process, regional cooperation is made mainly among civil(or private) actors. In NAFTA, privatization of authorities is carried out, in which the authority of social agenda formation is transferred to non-government actors rather than government actors. Despite criticisms of the negative effects of NAFTA, NAFTA creates regional cooperation space centered on the private(or civil) sector. NAFTA seeks to resolve the development gap among members entirely through a market mechanism. Despite NAFTA's ambitious prospects, however, there is no evidence that the gap has narrowed since NAFTA. The development gap in NAFTA, especially between the United States and Mexico, appears to be a problem of illegal migration and borders. The overall growth of NAFTA and the evolution of NAFTA into a region depends on the free movement of labor and the elimination of the development gap. Against NAFTA in North America, MECOSUR has emerged, based on a strong regionalism ideology, Latin Americanism. MERCOSUR, an typical example of South-South cooperation, is a regional economic integration of asymmetric nations(Brazil, Aregentina, Paraguay, Urguay) in many respects such as population, GDP, territory and regional influence. As a result, the "Rambo" status of Brazil is an important factor in the cooperation in the region. Having a strong desire for rights, MERCOSUR seeks to form a social agenda centered on citizenship as it moves from the common market to the social MERCOSUR. In particular, MERCOSUR intends to recognize and realize the social rights associated with the movement of labor, which is a production element of the common market. To this end, MERCOSUR establishes Social-Labor Declaration and the MERCOSUR citizenship. Regional elites, government, and multilateral international organizations are the main players in the formation of the social agenda of the MERCOSUR. But the social agenda of MERCOSUR, if the actual subject of rights is the people, is somewhat separate from grassroots. Compared to labor cooperation, Regional environmental cooperation in the MERCOSUR is relatively marginalized. It is due to the 'Neo-extractivism' in the Southern Cone States. MERCOSUR members with a populistic orientation are dependent on revenues from resource exploitation as a major source of redistribution within their own countries. From this point, it is also very important to secure common resources in the formation of regional institutions and regional development cooperation. MERCOSUR has established FOCEM(Fondo para la convergencia estructural del MERCOSUR, Fund for the Structural Convergence of MERCOSUR) in order to address the asymmetry among member states, But the size or role of the fund is insufficient for the redistribution mechanism. Finally, ASEAN joined the new trend of regionalism through the establishment of the AFTA in the 1990s and the expansion of its member states. ASEAN, which has a developmental tradition, combines the developmental planning of individual member states with regional economic integration. On the institutional side, it is intergovernmentalism, characterized by informal agreement and non interference with member states, so-called ASEAN Way. This ASEAN Way gave members independence and flexibility in regional cooperation, thus placing ASEAN at the center of multi-level geopolitical and geopolitical interests. Ironically, ASEAN's centrality through this ASEAN Way disproves external-dependence of ASEAN. Due to its developmental tradition and the centrality of state in regional cooperation, ASEAN is taking a very functional approach to social and environmental issues. As a result, the social agenda of ASEAN tends to converge with narrowing the development gap, and the rights or standards of labor and environment are regarded as somewhat secondary problems. Therefore, in ASEAN, regional development cooperation concentrates mainly on the establishment of a developmental space in the sub-regional growth zone mainly centerered on physical links and the linkage of the developmental space to the global value chain. And there are various exteranl cooperation partners and their financial resources based on the growth of ASEAN. This plays an important role in ASEAN, which lacks separate development resources, but it is likely to deepen its on external-partners. In addtion, while public-private partnerships are emphasized at the site of regional development cooperation, but in reality, there is a tendency to strengthen the 'clientalism or big man cooperation(which refers to the possibility that a person with a link between goverments and the community at the development site will monopolize the development cooperation program). Social agendas such as labor-related migration and health security tend to be treated as problem-solving residual categories and regional development cooperation over labor focuses on human resource development rather than social rights. This is partly due to the relatively weakness of civil society. As a result, despite the fact that the developmental space is built around the border area, the border area is a place of active regioanlization and problematic place because of lack of regional cooperation on migrant labor. Regional development cooperation programs representing the social agenda formation and its institutionalization of NAFTA, MERCOSUR and ASEAN as well as the social functions of the regional level, are developed according to the characteristics of each region. In conclusion, we can understand that NAFTA is the private-centered rule-based regional formation, MERCOSUR is the rights-based regional formation centered on government actors, and ASEAN is a development-based region by developmenal states. Individual regional economic integration with these characteristics has its own advantage and disadvantages in forming regional society. In NAFTA, despite the possibility of active private(or civil) cooperation, there is a possibility that the 'the social' is replaced by the 'legal' right of 'individual' and becomes a contract society without society where only the rules are filled. MERCOSUR has the potential to fall into a society that exists only as decorative rights due to the wide gap between numerous the bill of rights and enforcement. In the case of ASEAN, There is a possibility that it becomes a 'community' without society due to the absence of contractual individuals who are oriented toward community but have the right to constitute 'the social'. Through this study, we will be able to understand the formation of the region as a 'concrete' aspect of 'abstract' globalization and find clues to explore the possibility/impossibility of 'the social' at the regional level.본 연구는 1990년대 이후 세계화를 배경으로 형성된 3개 지역경제통합의 사회적 의제 형성과 지역개발협력을 비교함으로써 지역경제통합의 사회적 동학을 탐구한다. 무역과 투자의 자유화를 중심으로 한 세계화는 개별 지역단위의 무역투자협정을 통한 지역적 단위를 형성하며 진행되었다. 또한 민족국가의 통치성의 약화는 지역을 새로운 통치성의 장소로 주목하게 되었다. 지역경제통합이 지역적 단위의 생산기지와 시장 형성을 통해 지역적 수준의 경제적 공간을 창출하려는 목적을 가졌음에도 불구하고 지역의 형성은 이를 초과하기 때문에 지역은 새로운 사회적 동학이 형성되게 된다. 특히 이러한 사회적 동학은 지역경제통합의 비시장적 요소인 노동(노동력이라는 특수상품이자 인간), 환경이라는 공공재, 그리고 물리적 통합의 문제로서 접경에 집중된다. 여기에 더하여 회원국간에 발생하는 개발격차의 문제가 지역경제통합에 있어 주요한 사회적 의제로 부각된다. 이러한 이유n로 인해 지역은 중요한 협력의 장소이자 일정한 제도적 장치를 갖는 행위자로서 부상하고 있다. 본 연구는 지역경제통합의 이러한 사회적 측면을 NAFTA, MERCOSUR, ASEAN 등 3개의 지역경제통합의 사회적 동학을 비교함으로써 고찰하고자 한다. 그리고 이를 통해 지역개발협력이 일종의 사회적 제도로서 기능함을 밝힌다. 우선 미국을 중심으로 하여 형성된 북미자유무역협정 즉 NAFTA는 새로운 지역주의를 대표하는 지역주의의 모형이자 준거로서 활용되는 사례이다. 자유무역협정을 통해 형성된 NAFTA는 순수한 의미의 경제통합으로 인식되며 어떠한 지역주의도 존재하지 않는 듯이 보인다. 그러나 NAFTA에는 회원국의 규제하는 초민족적 제도가 부재함에도 불구하고 역내 회원국은 강한 정책적 동형성을 보이며 일종의 지역적 규율체제를 형성한다. NAFTA는 출범 당시부터 수많은 사회적 논쟁을 초래하였는데 특히 노동·환경이라는 비시장적 요소를 둘러싸고 이루어졌다. 이러한 논쟁 속에서 NAFTA는 노동·환경 부속협정의 형태로 노동 및 환경의 기준을 명료하게 규칙으로 규정하고 있다. 그리고 이에 대한 위반은 분쟁해결절차를 통해 정부, 기업, 노조, 시민단체 모두 이의를 제기하거나 이의 제기의 대상이 될 수 있다. 그로 인해 비시장적 요소를 둘러싸고 이루어지는 NAFTA의 사회적 의제 형성은 규칙을 정치화하고 수정·보완하고자 하는 것을 중심으로 하여 이루어진다. 또한 이 과정에서 주로 민간행위자들간에 지역적 차원의 협력이 이루어진다. 따라서 NAFTA에서는 사회적 의제 형성의 권한이 정부행위자가 아닌 비정부행위자들에게 넘어가는 일종의 권위의 민영화가 이루어진다. 이러한 요소들로 인해 NAFTA의 부정적 효과에 대한 비판에도 불구하고 민간중심의 지역협력 공간이 NAFTA에서는 창출된다. 이러한 민간중심의 협력의 가능성와 별개로 NAFTA는 회원국간의 개발격차 해소를 전적으로 시장기제에 위임하여 해결하고자 한다. 그러나 NAFTA의 야심찬 전망에도 불구하고 NAFTA 이후 격차가 좁아졌다는 증거는 존재하지 않는다. 이러한 NAFTA의 개발격차, 특히 미국과 멕시코 사이의 개발격차는 불법 이주와 국경의 문제로 나타난다. NAFTA가 지역적 차원의 성장과 지역적 단위로 진화하기 위해서는 노동의 자유로운 이동과 그 원인이 되는 개발격차의 해소가 주요한 과제로 부각된다. 북미의 NAFTA에 대항하여 강한 지역주의 이데올로기 즉 라틴아메리카주의에 기반하여 MECOSUR 지역경제통합이 출현하였다. 전형적인 남-남 협력의 사례인 MERCOSUR는 브라질, 아르헨티나, 파라과이, 우루과이라는 인구, GDP 규모, 영토, 지역적 영향력 등 여러 면에서 비대칭적인 국가들로 구성된 지역경제통합이다. 이로 인해 브라질의 람보적 지위가 역내 경제통합과 관련된 협력에 있어 중요한 요인으로 작용한다. 권리에 대한 강한 열망을 지닌 MERCOSUR는 공동시장에서 사회적 MERCOSUR로 나아가는 과정에서 시민권을 중심으로 사회적 의제를 형성하고자 한다. 특히 공동시장의 생산요소인 노동의 이동에 결부된 사회적 권리를 인정하고 실현하고자 한다. 이를 위해 MERCOSUR는 사회·노동선언을 제정하고 MERCOSUR시민권을 수립하려고 한다. 사회적 권리를 중심으로 한 MERCOSUR의 사회적 의제 형성의 주체로는 지역엘리트·정부·다자간 국제기구 등이 참여하고 있다. 권리의 실질적 주체가 인민이라고 할 때 MERCOSUR의 사회적 의제는 풀뿌리시민과는 다소 분리되어 진행되는 측면이 있다. 노동과 관련된 활발한 움직임에 비하여 MERCOSUR에서 환경을 둘러싼 지역협력은 상대적으로 주변화되어 있는데 이는 회원국내의 신채굴주의에 기인한다. 인민주의적 성향을 지닌 MERCOSUR회원들은 자국내 재분배를 위한 주요 원천으로 자연자원으로부터의 수익에 의존하고 있기 때문이다. 이러한 점을 볼 때 지역적 제도 형성과 협력에 있어 공동의 재원의 확보 또한 매우 중요함을 알 수 있다. 물론 MERCOSUR는 회원국의 비대칭성을 해소하기 위해 역내공동기금인 구조조정기금을 수립하였지만 기금의 규모나 역할이 재분배기제로서는 부족하다. 마지막으로 ASEAN은 1990년대 AFTA의 성립과 회원국 확대를 통해 본격적으로 새로운 지역주의의 흐름에 합류하였다. 발전주의적 전통을 지닌 ASEAN은 개별 회원국의 발전주의적 기획과 지역경제통합을 결합하였다. 제도적 측면에서는 비공식적 합의와 회원국에 대한 불간섭, 소위 ASEAN 방식을 통한 정부간제도주의를 특징으로 한다. 이러한 ASEAN 방식은 회원국에게 독립성을 부여하고 지역협력에 있어 유연성을 발휘하여 ASEAN이 다층적 차원의 지정학적·지경학적 이해들의 중심에 서게 하였다. 그러나 다른 한편으로는 이러한 ASEAN방식을 통한 아세안중심성은 ASEAN의 역외의존성을 반증한다. 발전주의적 전통, 지역협력에 있어서의 국가 우위 등으로 인해 ASEAN은 노동·환경에 관련된 사회적 의제 형성에 있어 매우 기능적인 접근을 취하고 있다. 이로 인해 ASEAN의 사회적 의제는 개발격차 해소로 수렴되는 경향이 있으며, 노동·환경에 대한 권리 또는 규칙은 다소 부차적인 문제로 취급된다. 따라서 ASEAN에서는 지역개발협력이 주로 물적연계를 중심으로 한 하위성장지대의 발전주의적 공간 구축, 발전주의적 공간의 글로벌가치사슬로의 연계 등에 집중된다. 그리고 여기에는 ASEAN의 성장성을 배경으로 하여 다양한 역외참여자와 이들의 재원이 투입된다. 이는 별도의 개발재원이 부족한 ASEAN에 있어 중요한 역할을 하지만 역외의존성을 심화시킬 가능성이 있다. 또한 지역개발협력의 현장에서는 민·관 파트너십이 강조되지만 실질적으로는 프로그램과 관련된 인사들의 연고주의가 강화되는 측면이 있다. 노동과 관련된 이주와 보건 등의 사회적 의제는 문제해결적인 잔여적 범주로 취급되는 경향이 강하며 노동과 관련된 지역개발협력도 사회적 권리보다는 인적자원 개발에 초점이 맞추어진다. 이는 상대적으로 취약한 시민사회에 그 원인이 있기도 하다. 이로 인해 접경지대를 중심으로 발전주의 공간이 구축됨에도 불구하고 이주 노동에 대한 지역적 협력이 부족하기때문에 접경지역은 활발한 지역화의 장소이자 문제의 장소가 된다. NAFTA, MERCOSUR, ASEAN의 사회적 의제 형성과 제도화, 그리고 지역적 차원의 사회적 기능을 대리하는 지역개발협력 프로그램은 각 지역의 특성에 따라 전개된다. 결론적으로 볼 때 우리는 NAFTA의 경우 민간 중심의 규칙기반 지역형성, MERCOSUR는 정부행위자 중심의 권리기반 지역형성, ASEAN은 발전국가 중심의 발전기반 지역형성이라고 이해할 수 있다. 이러한 특색을 지닌 개별 지역경제통합들은 지역사회를 형성함에 있어 각각의 장·단점이 있다. NAFTA에서는 활발한 민간협력의 가능성이 있음에도 불구하고 사회적인 것이 개인의 법적 권리로 치환되어 규칙만이 난무하는 사회 없는 계약사회가 될 가능성이 있다.
