Safety reports in Finnish process industries:Experiences based on some case studies

After severe accidents - including Flixborough 1974 and Seveso 1976 - in chemical process industries in Europe the member states of the European Community agreed on measures to prevent such major accidents in the future. This agreement is formulated as the Council Directive of 24 June 1982 on the Major-Accident Hazards of Certain Industrial Activities 82/501/EEC (Council... 1990), known as the so called Seveso directive. In Finnish legislation the requirements of the Seveso Directive are included in Decree No. 682/90 (Decree... 1990) and its amendment of 1992 (Decree... 1992).This paper discusses how this regulation is implemented, how VTT as a consult has made co-operation with the industry when preparing safety reports, and discusses the experiences we have received from our approach
