Win and lose tactics of negotiation : Rivalries between Greeks and Turkish during Lausanne Conference from 20-11-1922 to 24-07-1923

La négociation fut toujours définie comme l’art de la persuasion, l’art de transformer un refus définitif en un gain absolu. Elle était considérée comme une arme politique ainsi qu’une compétence nécessaire des hommes dans la vie publique. Son rôle dans le déroulement de l’Histoire des Nations est indiscutable.La présente thèse se focalise sur les stratégies et les tactiques de négociation adoptées pendant la Conférence de Lausanne (du 20-11-1922 au 24-07-1923) et qui aboutirent à la conclusion du Traité le 24 juillet 1923. Le choix de la Conférence de Lausanne fut basé sur l’importance du Traité signé après l’achèvement de ses travaux pour tous les participants. Mais, avant tout, l’importance du Traité de Lausanne s’avéra majeure pour les deux protagonistes de la Conférence, la Grèce et la Turquie. Sa conclusion signala pour la Turquie la fin de l’Empire Ottoman et la création d’un nouveau pays homogène, prêt à revendiquer sa position parmi les grandes Puissances de l’Histoire.De l’autre côté, pour la Grèce, il constituait à la fois l’accord qui assura son homogénéité, signalant, néanmoins, en même temps, la perte des acquisitions du Traité de Sèvres et le déracinement de milliers de chrétiens. Le Traité de Lausanne conduisit à la fin des conflits entre deux adversaires traditionnels, la Grèce et la Turquie, et réforma la charte politique et géographique de l’Europe. Les pratiques de négociations, les personnalités des participants et les gains à la fin de ses travaux, constituent le point de départ et la base de cette thèse. Le corpus de cette recherche est le Procès-verbal de la Conférence conservé au Ministère des Affaires étrangères de la Grèce. Les sources utilisées en vue d’en aboutir à des résultats plus objectifs, dérivent de la Correspondance des négociateurs et de leurs équipes ainsi que de la bibliographie et des articles de la Presse s’occupant de la Conférence de Lausanne.Pour conclure, cette thèse opte d’une part, à mettre l’accent sur la signification de ce moment historique pour la nation grecque et ses relations avec son voisin, la Turquie, et parallèlement, à dévoiler les stratégies qui conduisirent à ces résultats.Negotiation has been always defined as the art of persuasion, the art of transforming an absolutely negative answer into a “yes” and a total gain. It was considered as a political arm and as a necessary skill for personalities of the public life. Its role in the political history of Nations is undeniable.The present thesis is focused on strategies and tactics of negotiation adopted during the Lausanne Conference (from 20-11-1922 to 24-07-1923) and which finally ended to the conclusion of the Lausanne Treaty in July the 24th 1923. The choice of the Lausanne Treaty was based on the importance of this Treaty which was concluded after the accomplishment of its works for all the participants. But, above all, the importance of the Lausanne Treaty has been proved major for the two protagonists of the Conference, Greece and Turkey. Its conclusion marked for Turkey the end of the Ottoman Empire and the creation of a new homogeneous country, ready to claim its position among the Great Forces of History.From the other hand, for Greece, the Lausanne Treaty consists both, the agreement which assured its homogeneity, although marking at the same time its loss of acquisitions gained by the Serves Treaty and the up rooting of thousands of Christians. The Lausanne Treaty gave an end to the conflicts between the two traditional rivals, Greece and Turkey and reformed the political and geographic map of Europe. The negotiating tactics, the personalities of the participants and the gains at the end of the discussions consist the starting point of this thesis. The corpus of this research are the minutes of the Lausanne Conference which are conserved at the Greek Ministry of Foreign Affaires. The sources, which helped us to reach more objective results, come from the correspondence of the negotiators and their teams and from the bibliography and the articles of the press concerning the Lausanne Conference as well.To sum up, this thesis opts on the one hand, to emphasize the importance of this historical moment for the Greek nation and its relationships with its neighbors, the Turcs and to reveal the strategies, which drove to these conclusions
