The public expects increased services provided by counties along with the lowest possible tax burden. County governments need accurate and complete information to improve local public finance decision making. To improve local fiscal policy talking Tom Johnson and his graduate students at Virginia Polytechnic Institute developed a micro computer based fiscal impact model. The model provides decision makers a method to simulate the impacts of various demographic, fiscal, and economic changes in the community. Researchers at the University of Idaho's Agricultural Economics and Rural Sociology are adapting the Virginia model for Idaho counties
