States or customs territories wishing to join the World Trade Organization (WTO) have to negotiate their terms of entry with the incumbent membership. The result of these negotiations is contained in an accession package which contains a Protocol of Accession, a Working Party Report and Schedules of Concessions. Many commentators have expressed their concern about the fact that the WTOâs membership has essentially become two-tiered, with different Members having to adhere to different obligations. 33 accessions have been completed to this day.
