The St Petersburg Flood Protection Barrier: Design and Construction. La barrière de St Petersburg : conception et construction

Since the founding of the city of St. Petersburg in 1703, the low-lying areas of the city have suffered from flooding caused by storm surges travelling up the Baltic Sea. These occur about once each year, due to high winds and low barometric pressure causing surges in sea level. To protect the city, a barrier over 25km long across the estuary of the Neva River has recently been completed. It was opened by the Prime Minister of the Russian Federation in August 2011. This paper describes the planning, design, construction and operation of the project, which has cost about $ 3 billion. The barrier includes the following main components : • embankment dams • 6 sluice complexes to accommodate river flow • a 200m wide main navigation channel, closed with two very large sector gates • a secondary navigation channel 110m wide, closed with a vertical gate • navigation channels for shipping to approach the two navigation openings • a highway forming the western section of the outer ring road around the city • a road tunnel under the main navigation channel • a viaduct with a lift bridge above the secondary navigation channel.Depuis la fondation de la ville de Saint Petersburg en 1703, les zones basses de la ville ont souffert d''inondations provoquées par les tempêtes qui se déplace vers la mer Baltique. Ces inondations se produisent environ une fois par an, en raison de vents violents et d’une pression barométrique faible qui contribuent à élever le niveau de la mer. Pour protéger la ville, une barrière longue de 25 kilomètres traversant l'estuaire de la Neva a été récemment achevée. Elle a été inaugurée par le Premier Ministre de la Fédération de Russie en Août 2011. Ce document décrit la planification, conception, construction et exploitation du projet, qui a coûté environ 3 milliards de dollars. La barrière est composée : • de barrages en remblai • de six portes complexes qui permettent de réguler le débit fluvial • un canal de navigation principal de 200 m de large, fermé par deux très grandes portes de secteur • un canal de navigation de 110m de large, fermé par une porte verticale • des canaux de navigation permettant aux navires d'approcher les deux ouvertures de navigation • une autoroute qui forme la partie ouest du périphérique extérieur de la ville • un tunnel routier passant sous le canal de navigation principal • un viaduc avec un pont-levis au-dessus du canal de navigation secondaire.Hunter Peter.
